I1.0 PURPOSE 1.1 The purpose of this chapter is to provide a method for developing, incorporating, and reviewing operator aids.

2.0 APPLICABILITY 2.1

.This section applies to all operator aids used by Unit 1. This section does not apply to posted information which does not meet the definition of an operator aid and is controlled by other means.

Broadly defined as personnel authorized to operate equipment.

A Includes Operations Department personnel and other authorized station V

personnel.

4.2 Operator Aids 4.2.1 Information including sketches, notes, graphs, tables, drawings,

- initructions, and other documentation used to assist operators in-performing work-related tasks. Operator Aids may be posted at work stations such as control panels and equipment, or filed for reference.

This information is considered temporary and must be approved and logged in the operator aid log book before use.

4.3-Permanent Information 4.3.1 Information that appears on a medium not suitable for change and whose application is determined by the Operations Manager to be indefinite. Examples would be information posted on Bakelite plate, strip chart recorder point I.D. tables, and other permanent information designated in and controlled by approved procedures and drawings.

4.5 status Boards 4.5.1 Posted information used by operators that is dependent on plant conditions and is therefore changed periodically. Status boards consist of chalkboards, plexiglass covered information, and laminated

- documents marked up with an erasable medium. This information must

~ be approved by the SM before use.

4.6 Authorized Source Document 4.6.1 Appioved documents and drawings from which operator aids are developed (e.g. P&lD's, OP's).

4.7 Uncontrolled Source Document 4.7.1 Documents such as vendor manuals and memos that may be used to generate operator aids. Uncontrolled source documents must be approved by the Operations Manager before use.

- 4.8 Operator Aid Log Book 4.8.1 A log book containing operator aids, and applicable information.

4.9 Control Room Information Book (CRIB) 4.9.1 The CRIB is an unposted Op Aid that is a useful reference and information resource for Control Room personnel.

4.9.2 -

Some information, such as a tank level curve (e.g. inches of level versus gallons) may be in the CRIB and may also be a locally posted Op Aid.

4.9.3 - The CRIB shall have a directory listing each individual Op Aid contained in the CRIB.

4.9.4 A CRIB may be created for other plant locations 4.9.5 All references to Op Aids in this chapter apply to CRIB Op Aids as applicable.

5.0 RESPONSIBILLTlfa 5.1 Operations Manager

-5.1.1 Provide the authorization of operator aids. and overall direction and administration of this section.

5.1.2

- Provide liaison with other department managers to ensure needed information is available, current, and complete.

5.2 Shift Manager (SM)

5.2.1 Authorize the posting and removal of operator aids in the plant.

5.2.2 Maintain the operator aid log book, t

5.2.3 Direct the periodic review of all operator aids ;n accordance with this section.

6.0 LIMITS AND PRECAUTIONS 6.1 Operator aids will not be posted in a manner that will obscure controls, indications, or indicating lights. They should be firmly attached in close proximity to where they would be expected to be used and suitably _ protected from the environment.

6.2 Anyone finding an unauthorized operator aid will notify the Shift Manager. The Shift Manager will either authorize the operator aid in accordance with this section or have it removed.

6.3 Personnel will not independently label plant components or systems in the plant.

Requests for labeling of components or systems should be directed to the Operations Manager, using the mechanism provided in the plant system and component labeling pro 0 ram.

6.4 The requestor / department orialnating the operator aid will notify the Shift Manager when the need for the operator aid no longer exists, and ensure the operator aid is disposed of per this section.

6.5 Operator aids will not be utilized in the place of safety tags used for the protection of personnel av egalpment.-

6.6 Operator aids will not be UAed in place of CAUTION tags. Precautionary notes and warnings should be prominently displayed as CAUTION tags. CAUTION tags should be posted and controlled as specified in U1 WC2, " Unit 1 Tagging".

6.7 Operator aids will not be utilized to bypass the normal plant procciure review and apprcval process. Operator aids that alter procedures should not be 4

approved. Instead, appropriate procedures shou!d be changed to incorporate the necessary information, 6.8 Operator aids may supplement approved procedures, but they should not be used in lieu of approved procedures. Operator aids should be viewed as a convenience to the individual using them, not as a requirement.

7.0 lNSTRUCTIONS 7.1 Initiat!ng an Operator Aid

7.1.1 To initiate an operator aid, submit 'he required information on-1-OM-9.3-1," Operator Aid Cover Sheet" and attach a copy of the proposed operator aid, k

_ Leave enough space in the bottom right norner of the proposed operator aid so the applicable operator aid number can be added.

7.1.3 Submit the operator aid with 1 OM 9.31 to the SM for review.

7.1.4 SM assign next operator aid number, fillin operator aid number in lower right comer of operator aid, complete 1 OM 9.31 and enter new operator aid in 1 OM 9.3 2.

7.1.5 File copies of the operator aid and 1 OM 9.3-1 in operator aid log book in SM office.

7.1,6 Place operator aid in protective cover and post in designated area of plant.

7.1.7 Originator forward a copy of the operator aid with 1. OM 9.31 to the Operations Manager or designee for opproval, 7.1.8 Originator replace the copy of 1 OM 9.31 in operator aid log book with original 1 OM 9.31 signed by Operations Manager.

7.1.9 Originator forward copy of operator a!d and 1 OM 9.31 to simulator for implementationif applicable.

7.2 Review of Operator Aids 7.2.1 Review operator aid log index monthly for correctness and continued need of each operator aid.

7.2.2 Indicate review by completing 1-OM 9.3 3 Operator AH Review 7.2.3 Perform the fo!!owing qu~terly review:

7.2.3.1 Verify that each effective operator aid is in its designated location.

7.2.3.2 Verify that each effective operator aid is legible, 7.2.3.3 Verify that all operator alds are numbered and the latest revision is posted.

7.2.3.4 Verify that each operator aid is technically correct:

a.

Verify information posted is current, b.

Verify source documents are current and still applicable, c.

Verify information on operator alds has not been altered without proper documentation (e.g. additional information penciled in or changes without new revisions being issued).

7.2.3.0 Verify that unauthorized operator aids have not been posted.

7.3 Cancelling Operator Alds 7.3.1 If operator aid is no longer required as per Operations Manager / designee or SM, proceed as follows:

7.3.1.1 Remove cancelled operator aid from designated location.

7.3.1.2-SM to indicate cancellation by initialing and dating appropriate sections on Attachments 1 OM 9.31 and 1 OM-9.3 2.

-7.3.1.3 Notify simulator of cancellation.

7.4 Initiating Changes to Existing Operator Aids 7A.1 Submit the revised operator aid in accordance with Step 7.1.

7.4.1.1 Use the same operator aid number but change the revision.

7.4.1.2 Indicate on 1 OM.9.31 that the new operator aid is a revision to an existing operator aid.

7.4.2 Remove the old operator aid and replace with the revised operator aid.

7A.3 Destroy the old operator aid.
