1 oM 2.8. Rev. 0 Page 2 of 3 lC 1.0 PURPOSE 1.1 Limit Control Room access only to individuals required to perform work.
2.0 GENERAL 2.1 The Control Room is the area where a Licensed Operator may momentarily be absent from the Surveillance Area in order to verify recolpt of an annunciator alarm or initiate corrective action in the event of an emergency affecting safety of operations. The Unit 1 Control Room is delineated in Attachment 1.
2.2 The Surveillance Area is the area defined in 10 CFR 50.54 as "at the controls",
where continuous attention (including visual surveillance of safety related annunciators and instrumentation) can be given to reactor operating conditions and to the manipulation of reactor controls. The Unit 1 Surveillance Area is delineated in Attachment 2.
2.3 The Operations Area in the area in the Control Room enclosed by red inlaid carpet at the front of the control panels.
[,3 2.4 Hard hats are not to be worn in the Surveillance Area.
2.5 Control Room entry authorization requirements are contained in SC-1, " Access and Egress Control".
3.0 OPERATIONS PERSONNEL 3.1 Shift Management shall exercise their authority to limit access to the Control Room to persons who roquire entry to conduct official business.
3.2 Shift Management is authorized t.: order individuals out of the Control Room whose continued presence may jeopardize plant safety and/or distra::t Control Room activities.
3.3 Shift Management will require that unofficial business be conducted elsewhere.
3.4 The Control Room Clerk will ensure that pass-through traffic is routed outside of the Control Room Operating Area.
3.5 Control Room Operators shall exercise their authority to limit access to their respective 4
area of control.
3.5.1 Control Room Operators shall forbid unauthorized access to the front or rear of all control panels z

3.5.2 Control Room Operators are responsible for restricting the entry of and directing the removal of foreign objects and materials not necessary for plant operations, ongoing maintenance, or surveillance testing from their respective control area to preclude inadvertent actuation of the controls or damage to control devices.
4.0 NON OPERATIONS PERSONNEL 4.1 Non-Operations personnel, allowed into the Control Room to perform specific tasks are to limit their stay time to that nceessary to conduct their business and limit the number of team members to the minimum necessary to accomplish the task.
4.2 Non Operations personnel shall obtain authorization from the Control Room Operator prior to initial entry into that Operations Area.
4.2.1 The Chairman of the Board and Chief Executive Officer, Senior Vice President and Chief Nucler Officer, Nuclear Group Vice Presidents, Unit Director, Operations Manager, Assistant Operations Manager, and NRC Inspectors may enter the Operations Area without permission from Control Room perscnnel.
4.2.2 With permission from the Control Room Operator, subsequent re entries to perform the authorized task may be made without specific permission.
4.3 Visits to the Control Room by tour groups are to be arranged in advance and Shift Management informed so that the amount of activities in the Control Room can be regulated.
4.3.1 The number of people in a group should be limited to five. The group size may be increased at the discretion of the Shift Manager.
