. Page 2 of 6 O 1.0 PURPOSE 1.1 The purpose of this section establishes the requirements for License School selection.

2.0 PERSONNEL SELECTION 2.1 The initial screening of Unit 1 Plant Equipment Operators for License School shall take into account the knowledge, skills, and abilities required to be a Reactor Operator.

The selection process shall ensure that each person selected has excellent potential for promotion and licensing as a Senlor Reactor Operator (SRO)

-2.2: Screening of RO candidates should include:

2.2.1 Verification of educational and professional background.

2.2.2 Ability to perform expected Licensed Operator evolutions.

2.2.3 Potential for advancement.

2.3 Pre selection testing and assessment should be used to determine a candidate's potential for success.

3.0 CAREER DEVELOPMENT 3.1 The personal and career development of each Operator is extremely important to the MP1 Operations department and to the company. Selection for license class shall be based primarily upon individual performance and teamwed skills.

4.0 LICENSE CLASS SELECTION PROCESS 4.1 This section defines the process by which Operation personnel are selected for attending License School.

NOTE: The criteria for eligibility must be met by the starting date of the license class. This date will be determined by the Supervisor - Operator Training and Operations Manager.

[ 4.1.1 Licensed Control Operator Candidate

1. Eligibility Criteria
a. A (licensed) Control Operator candidate will be a qualified Plant Equipment Operator (PEO) with at least one year exnerlence in plant operations.
b. The individual must have satisfactory average NLCT written exam scores for the previous year,
c. The individual must express a desire to attend license class,
d. The individual shall have successfully completed the generic fundamentals NRC exam.

4.1.2 Senior Reactor Operator Candidate

1. Eligibility Criteria
a. An SRO candidate will be an individual who meets the

( requirements to become either an instant or an upgrade SRO.

b. The individual must have satisfactory average LORT written exam scores for the previous year.
c. The individual must express a desire to attend license class,
d. The individual must demonstrate leadership abilities through teamwork and initiative.

4.1.3 Recommendations

1. Prior to each license school, each Shift Manager will recommend, those personnel who report to him who:
a. Meet the eligibility criteria in 4.1.1-1 and 4.1.2.1. ,
b. He feels has demonstrated the performance outlined below:
1) Ability to perform expected licensed operator evolutions.

O .4.1.3 Competency Based Selection

1. The primary process used to select license candidates is Competency-Based selection interviews. The interviews will assess the candidate's competency in areas necessary to perform in the applicable position.
2. The interviews will typically be conducted by a multi disciplined panel made up of Operations Management, Shift Management, Training, Hurnan Resources, and an interfacing department (e.g., l&C, Maintenance).
3. Past performance evaluations and training performance will be considered as necessary to perform final evaluations.

4.1.4 ' Ranking Factors An additional method of selecting candidates for license schoolis through ranking. This method is described as follows:

1. Shift Manager Ranking Factors
a. The Shift Managers and the Supervisor of Operator training shall rank each qualified candidate recommended.
1) The numbers shall's marked with highest as the best pick and 1 as the lowest pick (i.e., if there are 5 candidates, the top pick receives 5 and the lowest pick receives 1).
11) Total the numbers resulting from (b) above and divide by the number of individuals providing input, 111) Divide the result of (ii) by the total number of candidates and multiply the results by 25,
2. Training Factor
a. The training factor is the average of the last twelve months NLCT (LORT) test grades minus 85%.
3. Peer Ranking Factor
a. The Reactor Operators, PEOs and Operator Instructors shall

, rank each qualified candidate recommended.

1) The numbers shall be marked with the highest as the best pick and 1 as the lowest pick (i.e., if there are 5 candidates, the top pick receives 5 and the lowest pick receives 1).

11) Total the numbers resulting from (I) above and divide by the number of Peers providing input.

lil) Divide the result of (ii) by the total number of candidates and multiply the results by 25.

4. Unit Supervisor (US) Ranking Factor
a. The Unit Supervisors as well as the Assistant Supervisors of Operator Training shall rank each qualified candidate recommended.
1) The numbers shall be marked with the highest and the best pick and 1 as the lowest pick (i.e., if there are 5 candidates, the top pick receives 5 and the lowest pick receives 1).
11) Total the numbers resulting from (1) ubove and divide by the number of Peers providing input.

iii) Divide the result of (ii) by the total number of candidates and multiply the results by 25.

_4.1.4 Recommendation Total

1. Add the results from each of the four factors outlined above to produce the Overall Recommendation score.

5.0 SHIFT MANAGERIUNIT SUPERVISOR FEEDBACK 5.1 Following Operations Manager's final approval, the SM/US or employee's supervisor / manager will discuss the results with the candidates and provide feedback on areas for improvement.

5.1.1 The same process outlined above will be used to select candidates for Generic Fundamentals School.
