P e qLJ 1.0 PURPOSE 1.1 Oparations Department Personnel will review and comply with the Technical Specifications / Technical Requirements Manual during all phases of plant operations.
1.2 Operations personnel must review Technical Specifications /TRM before execution / manipulation of plant activities and/or plant equipment. After the fact, use of Technical Specifications /TRM is unacceptable. The only exception to this is the result of unanticipated plant / equipment failures.
1.3 Technical Specifications and the TRM shall be reviewed during the planning stages of scheduled work. This review should also address any impact on Units 2 and 3 Technical Specifications (e.g. Stack Gas Monitoring, Bus 14H work).
1.4 Whenever Technical Specifications are used to review a requirement, the TRM shall also be reviewed.
2.0 LIMITING CONDITIONS FOR OPERATIONS (LCOs) 2.1 A planned LCO should never exceed 50 percent of the Technical Specifications / Allowable Out of Service (AOT) time window.

-If an entry into a Technical Specification /TRM LCO is unplanned, the LCO will be reviewed and understood by alllicensed individuals assigned to the affected unit.
2.3 Plans will be developed to exit the LCO in an expeditious manner and contingencies will be developed for the situation where the LCO cannot be met. The expectation for an unplanned LCO is to not exceed 50 percent of the Technical Specifications /TRM AOT

2.5 When an Action statement specified in Technical Specifica6ons p

operable status, then the following management guidanco is to be used for meeting that definition:

DEVIATIONS FROM TECHNICAL SPECIFICATIONS AND TRM LCOs 3.1 Planned or intentional deviations from Technical Specification or TRM LCOs shall not be performed during normal operation.
3.2 If a Technical Specification or TRM LCO cannot be complied with, Action Statement Requirements shall be adhered to in accordance with applicablo Technical Specification or TRM requirements.
3.3 Condition Reports (CR's) shall be initiated whenever a Technical Specification or TRM LCO, Action Statement or Surveillance Requirement is not complied with, 3.4 Adverse conditions that result in deviation from Technical Specification LCO, Action Statement or Surveillance Requirements are Reportable to the NRC per 10CFR50.72/73 requirements.
3.5 Although the TRM is not officially part of the license, adverse conditions that result in deviations from TRM LCO, Action Statement or Surveillance Requirements may be reportable to the NRC and shall be evaluated for reportability in accordance with NGP 2.25, "Reportability Determinations and Licensee Event Report Processing."
