REFUELING OPERATIONS 3/4.9.7 CRANE TRAVEL - SPENT FUEL STORAGE FACILITY LIMITING CONDITION FOR OPERATION 3.9.7 Loads in excess of 2000 pounds shall be prohibited from travel over fuel assemblies in the spent fuel storage facility.

APPLICA8ILITY: With fuel assemblies in the spent fuel storage facility.

ACTION:

a. With the requirements of the above specification not satisfied, place the crane load in a safe condition. ,
b. The provisions of Specifications 3.0.3 and 3.0.4 are not applicable.

SURVEILLANCE REOUIREMENTS 4.9.7 Crane interlocks and physical stops which prevent crane travel with l loads in excess of 2000 pounds over fuel assemblies shall be demonstrated OPERABLE within 7 days prior to crane use and at least once per 7 days thereafter during crane operation."

ATTACHMENT 2 SUfetARY OF PROPOSED CHANGE r

The current Technical Specification surveillance 4.9.7 requires l crane interlocks and physical stops which prevent crane travel with loads in excess of 2000 pounds over fuel assemblies be demonstrated operable when using the crane. The installed physical stops and electrical interlocks prevent the fuel handling building crane from moving over the spent fuel pit. The limitation on the load weight to 2000 pounds ensures that if this load is dropped: (1) the activity release will be limited to that contained  ;

in a single fuel assembly, and (2) any possible distortion of fuel in the l storage racks will not result in a critical array.

In accordance with reference (a), Commonwealth Edison is requesting ,

approval to install high density spent fuel racks in the spent fuel pit at Byron Station. To install these racks, the physical stops on the crane rails must be removed so the fuel. handling building crane will have access to all areas in the spent fuel pit. While the physical stops are removed, the electrical interlocks of the crane will still be operable and will be repositioned to assure loads in excess of 2000 pounds are not carried over fuel assemblies stored in the spent fuel pit. The electrical interlocks will allow access to the spent fuel pit while preventing heavy loads from being carried over stored fuel. In addition, administrative controls will ,

be in place during the installation of the new spent fuel racks which detail the order and method of installation for each rack module. This provides redundant controls to assure heavy loads will not be carried over fuel I stored in the spent fuel racks.

ATTACHMENT 3 EVALUATION OF SIGNIFICANT IIAZARDS CONSIDERATIONS Commonwealth Edison has evaluated this proposed amendment and determined that it involves no significant hazards considerations.

According to 10 CFR 50.92(c), a proposed amendment to an operating license involves no significant hazards considerations if operation of the facility in accordance with the proposed amendment would not:

(1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or (2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) Involve a significant reduction in a margin of safety.

This proposed amendment involves the temporary removal of physical stops from the fuel handling building crane rails to allow installation of high density spent fuel storage racks. In reference (a), a license amendment was requested to permit installation of high density spent fuel racks.

With respect to the first standard of 10 CFR 50.92(c), the accident previously evaluated is a spent fuel cask drop. The probability or consequences of this accident are not affected by the proposed amendment because the physical stops on the fuel handling building crane rails will only be removed during installation of the high density spent fuel racks.

Spent fuel casks will not be handled during the reracking process.

This proposed amendment will not create the possibility of a new or different kind of accident. Although the physical stops will be removed from the crane rails while reracking the spent fuel pit, the electrical interlocks of the fuel handling building crane will still be operable. The electrical interlocks will be adjusted to permit crane travel over the spent fuel pit, however the interlocks will be set to prevent a load in excess of 2000 pounds from being carried over fuel in the spent fuel pit.

Additional administrative controls will be in effect during I installation of the new spent fuel racks. The new spent fuel racks will be l lowered into the spent fuel pit at a distance of greater than 15 feet from i new fuel assemblies stored in the spent fuel pit. The new racks will then be moved into position while maintaining no more than 12 inches between the i bottom of the new spent fuel rack legs and the spent fuel pit floor. This

! will prevent the possibility of dropping a new spent fuel rack module on fuel stored in the spent fuel pit. For these reasons, the proposed amendment will not create the possibility of a new or different kind of accident from any accidents previously evaluated. i A margin of safety has previously been provided by limiting loads ,

the spent fuel pit. Although the physical stops for the crane will be '

temporarily removed, the electrical interlocks of the crane will prevent movement of heavy loads over fuel assemblies in the spent fuel pit.

Therefore, the margin of safety is not affected.
