Comed submitted an application for conversion to the Improved Technical Specifications (ITS) in a letter from G. Stanley and K. Graesser to the NRC, dated l Decernber 13,1996. Surveillance Requirement (SR) 3.5.2.3 in the ITS submittal requires verification that the ECCS piping is full of water. The Bases for this SR state that this verification is accomplished by venting non-operating ECCS pump casings and the discharge piping high points outside containment. No clarification is given for the non-operating CV pump and CV discharge piping high points while at power. Therefore, implementation of1TS would not have prevented the need for this Enforcement Discretion request.
