- This letter is to report on 10 CFR 50.59 changes to the Berkeley Research Reactor for the periods August 1972 to August 1973.
The listed changes were reviewed by the Reactor Supervisor and the Reactor Hazards Committee prior to initiation.
They do not constitute an unreviewed safety question in that:
(1)
They do not increase the probability of occurrence of an accident analyzed in the Safety Analysis Report.
(2)
They do not increase the consequences of an accident analyzed in the Safety Analysis Report.
(3)
They do not' create 'the possibility of occurrence of nuclear accident not previously analyzed in the Safety Analysis Report.
I.
Modification to Fume Hood in Reactor Laboratory Date:
September 13, 1972 Description of change:
The fume hood exhaust blower, E-21, was modified in order to increase the hood's face velocity to campus standards.
The exhaust blower E-21 draws air through two fume hoods in the reactor laboratory and through one fume hood located in a laboratory external to the reactor laboratory.

The effect of blower modification on the overall ventilation of the reactor laboratory in the normal and emergency mode was analyzed.
There is no effect in the emergency mode of operation as E-21 is shut off and the hood-exhaust line is closed by a large spring-loaded valve automatically.
This modification was requested by the campus Radiation Safety Committee.
II.
Revisions to the Berkeley Research Reactor Operations Manual Date:
November 1, 1972 Description of change:
The Operations Manual for the Berkeley Research Reactor was revised for the purpose of updating administrative procedures with particular emphasis on the job descrip-tions and duties of the reactor staff members.
The changes leave the number of persons in the reactor organization unaltered, as well as their titles.
Summary of Hazards Analysis:
The revisions to the operations manual were, in general, proposed by the Reactor Supervisor and were reviewed and approved by the Reactor Administrator, the Reactor Hazards Committee, and the Campus Office of Environmental Health and Safety.
The Reactor Health Physicist continues to be a member of both the Reactor Hazards Committee, and of the Environmental Health and Safety Organization.
One of the changes in job descriptions, the revised respon-sibility of the Reactor Health Physicist in the experiment-approval procedure, has already been reviewed and approved by the A.E.C.
as Change No. 5 to the Technical Specifications, 8 August 1972.
