Notice of Violation

Dear Mr. Engelken:

In reference to your notification of March 10, 1975 speci-fying two activities not conducted in full compliance.with NRC requirements, we report the following actions which we'believe will correct these deficiencies.

(In the following we refer to items A.

and B.

as given in Appendix A:

Item A).

1).

A report of the two changes requiring a 10 CFR 50.59 review will have been' forwarded to NRC, Washington as of Friday, March 28, 1975.

2).

The factors which lead to failure to submit an anrual report covering these changes have been determined to be a change in reactor personnel and inadequacies in filing procedures.

To prevent reoccurrence, a procedure has been instituted wherein the status of such changes shall be attached to the current yearly file for ready reference.

3).

The procedure noted in item 2). has already been instituted and full compliance will have been achieved as of March 28, 1975.

Item B).

2).

The apparent lack of full compliance with

- I Technical Specification I.2. stems from past interpretation of the requirements set forth in this pa,ragraph.

The mechanics of a procedure to formally meet the requirements of Technical-Specifications I.2 shall be defined jointly f

by the Reactor staff and the Reactor Hazards Committee.

3). _ Full compliance will be achieved as of June 1, 1975.

We believe that these-actions should correct possible inadequacies in our operations and would be happy to provide additional information if required.
