In support of the licensee's request for 82% power operation, extensive docu-mentation referenced above has been submitted for NRC review. Our review of the licensee's supporting documentation finds that* his meth:ds depend exten-sively on the use of calculations, which are then reported to have been inde-pendently verified. These independent verifications are reported to have been performed by the licensee's contractors, but are not submitted to the NRC for )

review. For certain portions of these calculations, the staff and its contrac-tors have the capability to independently verify the licensee's results.

However, for other portions of the calculations, particularly those concerned with firewater flows, a check cannot be performed of the licensee's results. i Hence, we must rely on his independent verification.

\ and audit against the requirements of 10 CFR Part 50, Appendix B, Section III (Design Control) of the licensee's activities supporting his request for 82%

p'ower operation. The inspection and audit should review (1) the licensee's follow-through verification actions" on subcontracted calculations as required per FSAR Section 13.5.2.4 and (2) the application of the requirements of ANSI N46.2.11-1974 (FSAR Table B.5.4). Particular attention should be given to the

, use of alternate calculations in lieu of independent design review and the use 4

of available plant measured data to verify and qualify calculations. The NRR i staff and it consultants are available to support your efforts as appropriate.

We request that you conduct and complete this inspection and audit within 180 days of the date of this memorandum.
