SUBJECT:
ALLEGATION 4-85-A-076 This rc':ommends closure of the subject allegation.
I have reviewed the OI report, A4-85-014, and the summary memorandum (attached hereto) of July 31, 1985, from Mr. D. Powers.
Based on these reviews, I conclude that the allegation was not substar.tiated and not valid. Moreover, it appears that the allegation was the result of a misunderstood conversation.
Therefore, it is recomended tha e allegation be closed.

DATE CLOSED 10/16/85 ACTION OFFICE RIV MAN HOURS REPORT PREPARATION ASSIST DETAILS: On 7/8/85, a remark was heard by two members of HQ, NRR TSRG, that the utility's staff was aware of many errors, discrepancies, and problems in current River Bend Technical Specifications. That alleger also made another remark (0I sensitive).
H. Thompson forwarded this information to the RA RIV on 7/18/85. An interview with the alleger has been planned for 7/26/85.
Alleger recants statements he reportedly made to NRR staff member as reported by 01.

SUBJECT:
RESULTS OF ALLEGATION INQUIRY
REFERENCE:
RIV-85-A-0076 This memorandum sumarizes the actions taken in response to your Request for an Investigation (Enclosure 1) regarding alleged wrongdoing by Gulf States Utilities at River Bend.
This matter has been reviewed by Region IV and 01 and reported as an Assist to Region IV Staff, A4-85-014 (Enclosure 2). An NRR employee identified an alleger who reportedly identified concerns regarding GSU Technical Specifications. The alleger was questioned by 01 and Region IV personnel and stated that his oral connents regarding GSU Technical Specifications had been " misinterpreted."
The alleger stated he had reviewed approximately 30 percent of the Technical Specifications for River Bend and had found nothing which he would consider unsatisfactory.
The alleger denied that he had said that the River Bend staff was aware of " errors, discrepancies, and problems" regarding the Technical Specifications.
Region IV and 01 consider this matter closed.
