Dear Mr. Guste:

This is in partial response to your letter dated September 11, 1986, in which you requested, pursuant to the Freedom of Infonnation Act (F0IA), documents related to changes made in the technical specifications, the operating procedures, the training of personnel, and the physical plant at the River Bend station.

The documents identified on enclosed Appendices A and B are enclosed. Copies of these documents are available for public inspection and copying in the NRC Public Document Room (POR), located at 1717 H Street, NW, Washington, DC 20555 and are also being placed in the Local Public Document Room (LPOR) for the River Bend Station, located at the Louisiana State University, Middleton Library, Baton Rouge, Louisiana 70803.

Portions of the documents identified on Appendix C are being withheld from public disclosure pursuant to Exemption 6 of the F0IA, 5 U.S.C. 552(b)(6), and 10 CFR 9.5(a)(6) of the Connission's regulations. Disclosure of this information would constitute a clearly unwarranted invasion of personal privacy. The releasable portions of documents 1 through 3 are enclosed and are being placed in the PDR and the LPDR.

The document identified on enclosed Appendix D contains information which the licensee considers confidential business (proprietary) information. This information is being withheld from public disclosure of the F0IA, 5 U.S.C. 552(b)(4), and 10 CFR 9.5(a)(4) pursuant of the to Exemption (4)

Commission's regulations. We have asked the originators of this information to r.eview their proprietary claim and will let you know if the document, or any portions thereof, may be disclosed to the public.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. Robert D. Martin, Regional Administrator, Region IV.

As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U. S. Nuclear Regulatory Comission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an

" Appeal from an Initial F0IA Decision."

The other concerns expressed in your September 11, 1986, letter were addressed in a separate letter to you from Mr. Victor Stello, Executive Director for Operations, dated October 24, 1986.

The NRC's recent response to another F0IA request from Ms. H. Anne Plettinger may be of interest to you. The NRC response, and the disclosed records, are available in the PDR and LPDR in file folder F01A-86-651 under the name Plettinger.
