SUBJECT:
INTERVIEW WITH ALLEGER RELATIVE TO ALLEGATION 4-85-A-076 The individual who was identified by a second party as the source of the allegation was interviewed by myself and an investigator (W. Hutchison) from the Office of Investigations on July 26, 1985. The individual (a) claimed that the second party had misunderstood the statements submitted on July 8, 1985, (b) stated that the July 8, 1985, comments related only to Technical Specifications (TS) refinements that would yield greater plant operational flexibility, (c) disputed personal knowledge of errors in the River Bend TS, and (d) disavowed the applicant having concealed TS problems from NRC.
Inasmuch as a Region IV team found the final safety analysis report, TS, and procedures to be in relatively good condition during an inspection the week of j
July 22, 1985, and (b) the applicant appears to be encouraging its employees to identify and resolve any TS safety-related problems, I consider this allegation to be unsubstantiated and either (a) an inappropriate statement that the alleger cannot justify, or (b) a misinterpretation by the second party.
Upon receipt, I will provide you with a copy of Ol's conclusions on this interview.
