Carey, DLC to USNRC; Response to NRC Comments to Changes Made to FSAR Section 14.2, Initial Test Program; May 12, 1987 Gentlemen:

DLC's letter of May 12, 1987 (Reference 2) responded to NRC questions documented in the enclosure of Reference 1. In the interim a teleconference with the NRC has made it necessary to expand / clarify our response. This letter provides the expansions / clarifications and supercedes Reference 2.

Reference 1 enclosure parts b, g, h and j contained comments to changes made by FSAR Amendment 13 that the staff found unacceptable. Resolution of these parts is contained here:

1) Part b, the system test supervisor can approve the substitution of data collected during another test if the acceptance criteria are equal;
2) Items 1, 2 and 3 of Part g, According to RG 1.68 the purpose of these tests is to verify calculational models and computer codes.

These tests have been deleted because the models and assumptions have been verified by tests at other 3-loop plants; AD 5 g k2

3) Item 4 of Part g, Computer Input and Printout Data Test, 50V-2.05A.01 has been deleted because documenting and, testing of all computer points is being completed with the BVPS-2 Startup l Program.

Computer input and output data is collecte_d during individual sys-i tem tests. Collected data is tracked for its. completion by the BVPS-2 Computer Integration Group. Testing performed on the plant computer systems consisted of 22 IOP's (27-IHC-5A-2.01 through 2.22) wnich verify proper operation of system hardware, i 4) Item 5 of Part g, Containment Instrument Air System Design Verifi-

The Phase 1 testing of this system was comprised of 20 IOP's and several hundred component tests. The 10P's, 27-GMS-

, 358-2.01 through 2.06 and 27-NNS-36A-2.01 through 2.15 included initial energization, relay verification and operability tests of the Main, Unit Station Service and System Station Service trans-i formers along with 4KV busses 2A, 28, 2C, 20, 2AE and 2DF. The
component tests included relay acceptance test and calibrations, j CT, PT, ACB and meter testing along with functional tests of 2 control and protection circuits.

8) Part j, Transformer Cooling Systems have been removed from the Main Generator Tests because 1) these systems received a simulated full load test by the manufacturer, 2) testing performed during installation indicated the transformer cooling systems were fully operable, and 3) it is impractical to perform a transformer cooling system full load test until the plant is at 100% power. Note that Operations periodically checks the transformers cooling systems performance.

Note that all of these changes to Initial Test Program have been made after the Joint Test Group determines that the substituted tests / data meet the objectives of the original test and . the intent of RG 1.68. For your conven-ience, we are attaching Table 1, Equivalent Tests.

Appropriate revisions to the BV-2 FSAR will be made to indicate the substitution of equivalent tests for those indicated as deleted in amendment #
