Beaver Valley Power Station Unit No. 2 Docket No. 50-412 Accumulator Isolation Valves Test Gentlemen:

Recently, Duquesne Light Company (DLC) received verbal direction from the NBC Staff to cycle open SI Accumulator Isolation Valves under the maximum D/P conditions of zero RCS pressure and maximum expected accumulator precharge pressures per RG 1.79. The purpose of cycling open these valves as identified in RG 1.79 is to ensure these valve (s) open whenever an SI signal is received to ensure that inadvertent valve closures do not prevent operation of the core flooding system. DLC does not consider this concern valid for these valves due to the administrative controls that require the valves to be open with the power removed from the control circuit of the linestarters when the pressurizer pressure is above 1000 psig in accordance with Tech Spec 3.5.1 and concerns discussed in NUREG 0737.

Per NRC concerns of Hot Shorts, Open Circuits and Shorts to grounds, the control power to these valves has been altered such that the valves cannot actuate even with an SI signal without operator action.

DLC has not committed to perform this test and has stated its position in several correspondences prior to SSER-3. SSER-3 accepted the Tech Spec required surveillance test as proof of operability. Per 10CFR50.109, the NRC Staff has not shown how this test will substantially increase overall plant safety but relies strictly upon the guidance of RG 1.79 as basis for imposing this test.
