DEFERMENT OF NRC REQUIRED MODIFICATIONS FROM CYCLE 11 REFUELING OUTAGE (TAC 59400&61327)

Oyster Creek Nuclear Generating Station In your letter dated July 26, 1985, you requested the staff to consider the defement of eight NRC required modifications from the Cycle 11 Refueling (Cycle 11R) outage to either operating Cycle 11 or to the Cycle 12R outage.
These modifications are the following:
safety parameter display system (SPDS) implementation, unlation condenser makeup pump, intake canal level instrumen-tation, masonry wall modifications, torus attached piping supports that do not require a plant shutdown, torus bulk water temperature indication, thermal-overload protect <on for motors fo-motor-operated valves (MOV), and airborne particulate and pseous radioactivity monitors. You requested that the above modifications be defereed to operating Cycle 11 or to the Cycle 12R outage.
The Cycle 12R outage is scheduled to begin in 1988.
As stated in your letter, there have been discussions between the staff and GPU Nuclear (the licensee) on defement of low safety priority work from the Cycle 11R outage. This began with a meeting on April 23, 1985. The intent of these deferments was for the licensee to complete the most important safety work in the Cycle 11R outage with the resources available, to manage the outage work as best as possible and to restart Oyster Creek within a reasonable time.
The Cycle 11R outage has always been scheduled to be 6 to 9 months, the second longest outage for the plant. The staff has been in agreement with these goals and it was our intent to complete our evaluation of your request before the commencement of the outage.
In the staff's letter to you dated October 6, 1986, we addressed the above eight modifications in that we approved deferring five modifications, we l
acknowledged that you had completed one modification and we deferred action on i
two modifications. The five modifications are SPDS, masonry wall modification, torus attached piping supports, torus bulk water indication and airborne particulate and gaseous radioactivity monitors. The one modification completed is the MOV thermal-overload protection. The last two mcdifications, isolation condenser makeup pump and the intake canal level instrumentation, are the subject of this letter.

November 28, 1986 Mr. P. B. Fiedler For the isolation condenser makeup pump, the staff also reviewed your submittal dated April 21, 1936. As discussed in the enclosed Safety Evaluation (SE), the staff concludes that it is acceptable to defer this to Operating Cycle 11 but not later than the restart from the Cycle 12R outage on the basis of improving outage manageability, controlling person rem exposures and completing higher priority safety improvements during the Cycle 11R outage.
For the intake canal level instrumentation, the staff also reviewed your submittal dated April 21, 1986. This submittal changed your request for a deferment to a request for cancellation of your commitment to install automatic water level instrumentation in the intake canal with readout in the control room in the Cycle 11R outage. Your submittals on this issue, however, did not address the use of this instrumentation for measuring the water level at the intake structure to determine if it is near or below the service water pump suction elevation. This is discussed in Section 4.1(5) of the Integrated Plant Safety Assessment Raport for Oyster Creek, NUREG-0822, dated January 1983. You are requested, within 60 days of receipt of this letter, to provide a discussion on the administrative controls to monitor the canal water for low water level near or below the service water pump suction eleva-tion and the actions to be taken by the control room operators. The staff con-cludes that it is acceptable to defer this installation to Operating Cycle 11 but no later than the restart from the Cycle 12R outage. This is what you requested in your letter dated July, 26, 1985. The issue of cancelling the installation of this instrumentation will be addressed later after we have reviewed your response to our request for additional information. This has been discussed with the licensee on November 19, 1986, and is acceptable to them.
The reporting and/or recordkeeping requirements contained in thi's letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L. 96 511,
