INTERGRANULAR STRESS' CORROSION CRACKING (IGSCC).- INSPECTION AND REPAIRS; OYSTER CREEK NUCLEAR GENERATING STATION (OCNGS)

The NRC staff has reviewed the submittals dated January 20, 23, and 31, 1989 from GPU Nuclear Corporation (GPUN) regarding the IGSCC inspection and repairs performed during the 12R refueling outage.at OCNGS. GPUN reported that a' total of 143 welds susceptible to_IGSCC in various stainless steel piping systems were inspected during this outage and that six welds were found to contain IGSCC indications (three in the recirculation system and three.in the isolation condensersystem). Of the six flawed welds, five were reinforced by weld .

overlay with standard design, and one was left in the as-stress improved condition because the reported flaw indications were smal1. GPUN also reported that there was no significant flaw growth in weld NG-C-9A which was foucd flawed during previous refueling outage.

Based on our. review of the information provided by GPUN, we find that the inspection and overlay repairs that were performed meet the guidelines for Generic Letter 88-01 with the exception for the inspection scope of Category G welds (welds not yet being properly. inspected). Because of the timing of '

Generic Letter 88-01, the reduced inspection scope of Category G welds for 12R refueling outage was accepted. Therefore, we conclude that OCNGS can be safely returned to operation for at least one additional fuel cycle, with assurance that the integrity of the reactor coolant pressure boundary will be maintained.

The Safety Evaluation which provides the basis for the above conclusions will be transmitted under separate cover.

Because of the tight outage schedule, GPUN provided a summary of the repair ,

and inspection results rather than the detailed inspection and repair results prior to restart. However, in order to complete our Safety Evaluation in a timely manner, GPUN should provide the following requested detailed information within 6 months after restart from the 12R refueling outage:

Mr. E.-E. Fitzpatrick- (1) A description of overlay repairs and design report.

(2) A description of inspection personnel, procedures and techniques.

(3) Detailed inspection results of all flawed welds, especially for welds NG-C-9A and NG-D-18.

(4) In light of the inspection results that flaws were found in IHSI treated welds, please discuss the effectiveness of IHSI in mitigating IGSCC at Oyster Creek.

(5) The results of failure analysis of a plug removed from weld NG-D-11.

.(6) Inspection schedule for Category G welds in the reactor water cleanup system.

We also have concerns regarding the proposed GPUN IGSCC inspection program for Oyster Creek 13R refueling outage in their revised response to Generic Letter (GL) 88-01 dated January 31, 1989. Detailed comments will be provided in our Safety Evaluation. We request that GPUN incorporate our comments to their GL 88-01 response and resubmit their IGSCC inspection program for 13R refueling outage for NRC review at least 3 months prior to the start of the next outage.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P.L.97-511.
