Bypassing of oily waste treatment system.

Description of Incident:
At 0435 on 3/24/86, M-18 API oil / water separator and T-41 turbine sump oil separator tank was bypassed until 0930 on 3/24/86. Approximately 6,000 gallons of turbine sump water was rerouted directly to the mixing basin via manhole M-18.
A sample of the discharge measured 17.0 mg/l oil and grease (within NPDES permit limits).

Apparent Cause:
The normal pathway from the turbine sump to M-18 was emergency bypassed because the turbine sump pumps P-45A&B became inoperable and a temporary sump pump was put into service.
5.
If not immediately corrected, the anticipated time the condition is expected to continue:
A temporary pump was lined up to M-18 oil / water separator at 0930.
6.
Corrective Action - The following corrective action was taken or will be taken to reduce, eliminate and prevent recurrence:
Turbine sump pumps P-45A&B will be placed back into service after mainte-l nance is performed.

Additional Comments:
An observation 'of the mixing basin at 0800 was performed; no oil was observed.
