1. Date of Incident: April 14, 1986 (0640-0720 Hours)
2. Identification of specific effluent limitation or monitoring requirement affected:

Bypassing of oily waste treatment system.

3. Description of Incident:

From 0640 on 4/14/86, M-18 API oil / water separator and T-41 turbine sump oil separator tank was emergency bypassed until 0720 on 4/14/86. Approximately 3,000 gallons of water on the condensate pump pit floor was pumped directly to the mixing basin. A sample of the flood water measured 1.2 mg/l oil and grease (within NPDES permit limits). *

4. Apparent Cause:

Condensate pump P-2A developed a packing leak and flooded the pit floor.

Emergency bypassing of T-41 was required because the turbine sump pumps were unable to keep up with the amount of water to be pumped.

5. If not immediately corrected, the anticipated time the condition is expected to continue:

6. Corrective Action - The following corrective action was taken or will be taken to reduce, eliminate and prevent recurrence:

Condensate pump P-2A was taken out of service for repair.

No visible oil was present in the mixing basin or the lake.
