HNP ANNUAL REPORT SPECIFICATION In accordance with Section 5.6 of the HNP-ETS, Units 1 and 2, the HNP Annual. Environmental Surveillance Report will provide a summary and interpretation of the results of any environmental monitoring activities required and an assessment of any observed impacts of plant operation on the environment. Also, the report will include a summary of all instances of Environmental Technical Specifications (ETS) noncompliances and corrective action taken, changes to federal and state permits and certificates, changes to the Environmental Program Description Document (EPDD),-changes in station design or operation which could involve an environmental impact, changes made to the ETS, and copies of all reports regarding station discharges made in accordance with NPDES Permit No. GA-0004120. DISCUSSION In 1985, there were no non-radiological environmental monitoring activities performed at the Hatch Nuclear Plant (except those required by the NPDES permit), nor were there any changes in station design or operation which could involve an environmental impact. There were changes made to the ETS in 1985. These changes consisted of the following: Removal and revision of the radiological effluent limitations and monitoring programs from Appendix B [~_ ) of the operating license and their placement in

 \. J              Appendix A, Safety Technical Specifications.

Deletion of subsection 3.-l.2.2.1 Aerial Remote Sensing from Section 3.0 Environmental Monitoring. This requirement was fulfilled in 1981 and noted in 1981 t.nnual Environmental Surveillance Report. Also, occurring in 1985, were three non-routine environmental events which pertained to the NPDES monitoring program. Copies of notification j letters to the Nuclear Regulatory Comnission (NRC) explaining these i events can be found in Appendix A. The following is a brief summary: r l In a letter identified by CM-85-652 (no date) the l Georgia Power Company (GPC) notified the NRC that the circulation water chlorination data was not submitted with the 3rd and 4th quarter 1984 Operating Monitoring Reports to the Georgia Department of Natural Resources, Environmental Protection Division (EPD). This data was inadvertently omitted and was submitted to the EPD on May 30, 1985. A letter dated July 30, 1985 the GPC notified the NRC of an EPD approved discharge of 6000 gallons of dilute glycol solution to the Altamaha River on June 20, 1985. m

O In a letter dated January 31, 1986, the GPC notified

 !                                                                                  the NRC of two unpt '2itted discharges to the Altamaha from the plant site. These discharges were noted during a joint EPA-EPD Performance Audit Inspection.

h (_j On June 19, 1985, Plant Hatch was granted permission by EPD to dispose of approximately 6000 gallons of less than 10% glycol solution (non-radioactive) by discharging it to the Altamaha River. The following is a summary of the discharge of that solution. On June 20, 1985, the glycol solution was pumped from a chemical waste sump in the gas treatment building into a tank l truck and moved to the plant's discharge structure and discharged at a flow rate of about 120 gpm into the plant's final discharge where it was mixed with approximately 15,000 gpm normal plant discharge flow. The mixing in the discharge structure reduced the concentration by a factor of about 1/125. During the joint EPA-EPD Performance Audit Inspection conducted at Plant Hatch r~'y on December 4,1985 Mr. Larry Kloett noted two unpermitted discharges to the ( ,) Altamaha River from the plant site. Details of these two discharges were

  ~^

requested by Mr. Kloett and are described below: Unit 1 is currently out of service for refueling. During this outage other maintenance is being conducted on various components of Unit 1. Part of this maintenance includes the inspection of the Unit I circulating water tunnel, which must first.be de-watered. Water from this tunnel was being pumped to plant yard drains by two - 150-200 gpm submersible pumps. One pump had been in continuous operation since about 6:00 P.M. on December 3,1985, and the second pump had been in operation since about 11:00 A.M. on December 4,1985. This discharge was discovered by Mr. Kloett, the EPA representative, and Georgia Power personnel at approximately 2:00 P.M. on December 4, 1985. Samples of the discharge water were taken by Georgia Power plant personnel, and the discharge was halted by 2:15 P.M. The discharge pipes have been re-routed to the circula-ting water flume and will discharge out our NPDES permitted outfall 001(E) with the final plant effluents. Results of the laboratory analysis conducted by the Plant Hatch lab on the discharge sample were: 011 and Grease 2.0 mg/l Total Suspended Solids 51.0 mg/l pH 7.27 -

2 1 In the future, maintenance personnel will coordinate more closely with the plant Health Physics Superintendent to ensure discharges are in accordance with our NPDES permit. The second unpermitted discharge consisted of cooling water which was over-flowing the Unit 2 cooling tower basins and flowing to the river through the adjacent yard drainage system. Plant Operations was imediately informed and measures were taken to lower the level of the cooling water in the system and stop the tower basin overflow. No samples were taken for analysis, but the unit was not being chlorinated at the time. However, a sample of the Unit 2 cooling water taken as a duplicate of Mr. Kloett's compliance sample showed the concentrations of zinc and chromium to' be 0.149 mg/l and .005 mg/l respectively. This overflow was an unusual occurrence caused by the water distribution to the tower cells being out of balance. The Health Physics Superintendent has requested plant engineering assistance to study methods of detecting such overflows by plant operations personnel. In the interim, frequent visual checks of the cooling towers will be made. Because of plant procedures requiring'the lowering of the cooling water in the flume system prior to and during chlorination, ~1t is highly unlikely that such an overflow could occur during periods of cooling water chlorination.
