i The data generated under the Fitness For Duty (FFD) program from July 1994 through j December 1994 has been reviewed and analyzed.

The random pool contains not only those badges for unescorted access, but also those employees who may, in an emergency condition, be called upon to work at the site and may require unescorted access. Contractors without approved programs are included in i

the testing pool while on site. Testing during this time period was performed on a nominal weekly basis to include swing shifts, weekends, and holidays. During this testing period, the rate of testing was equal to 50% yearly of the total population.

In summarizing management actions associated with the FFD program, it should be emphasized that the incidents of confirming positive test were very low. Consequently, management actions relative to determination of FFD have been limited. Contractor employees screened as positive are denied access and no further action is taken.

Management actions taken on licensee employees during this six month period included one employee who tested positive for marijuana. The employee was referred to the Employee Assistance Program, returned to work and entered into the follow-up testing pool. A subsequent investigation revealed that the employee had not reported an arrect for driving under the influence (DUI) that occurred after his positive screen and his employment was terminated.

Beginning in July 1994, monthly quality control checks of the Fitness for Duty random pool were instituted. Only minor discrepancies were noted.

Due to the increase in licensee employee confirmed positive test results requiring notification to the NRC during the last reporting period, several changes were instituted for Plant Hatch Operations Department personnel. An additional Supplemental Random Testing Pool (SRTP), which requires the personnel in this department to be tested at a rate of 100% yearly of the total population, was instituted efTcctive 9/9/94. A revision of the Continual Behavioral Observation Program (CBOP) content was also made which includes a special aberrant behavior training program for supervisors oflicensed operators and operations department supervisors at Plant Hatch. For this reporting period, there have been no positives within the SRTP population.

Effective October 1,1994, the initial testing threshold for marijuana was lowered to 50 ng/mL from 100 ng/mL. Confirmation testing threshold remains at 15 ng/mL.
