The acet-ing was arranged to permit Licensing to obtain additional inforcation on the licensec's Material Control and Accounting Plan as required by 10 CFR 70.51(c)(f). The licenoce has cu'.anitted two such plans. The first, dated 2: arch 5,1974 featured a request for a bi;her LFrJF limit of 6.0 kilograms to replace the 1.5 kilogran linit that has been in effect since July 1, 1973. Subsequent discussions betweca Licensing and the licensee in which Licensing c: pressed dicapproval of the 6.0 kilogram linit re -

culted in subnittal of a second plan dated April 5,1974 in which the licencee requested a 2.5 kilogran LLIUF limit beginning I;ovember 1,1974 with an interin 1 hit of 4.5 kilograms to apply until that date.

J. A. Hind April 22, 1974 Some of the more interesting cot =w.nts and discussions that arose in the meeting are itemized below. There is no particular order to these items, nor was there any order to the meeting.

1. The licensee described generally his plan for estinating solution -

holdup in pipelines which will be to reasure the lengths and volumes of pipe loops, and multiply these by the concentrations of the last solution that passed through the loops. Licensing said they couldn't have much confidence that the LE could be reduced to 2.5 kgs. this way.

2. In addition to determining pipeline holdup, Production is working on or considering the following additional ways to inprove inventory:

A. The milling of calcined ash to permit better sampling.

B. The reduction of solvent extraction feed solution volumes at inventory time. .

C. Modification of the calciner floor to. prevent the accuculation of powder and to permit clanning.

D. Installation of drain legs at some places in the piping to permit pipeline drni""g.

3. Licensing stated that maybe the 4.5 interin LDEF Hnf t proposed by the licensee would be a proble=, perhaps even the 2.5 final limit

,would be considered too high. He hinted that if Licensing accepted the 4.5 kg. limit, they probably could not wait until November 1 to

4. Licensing said that there would be a limit on HIJF, either relative or absolute, in 70.51.

6. There was a discussion of the coincidence counting method that the licenseo propot ed to use for inventory powder samples. The method is quicker than amperonctric titration and its use would pernit an.21ysis of many samples from a powder lot at inventory time. There was then a long discussion of why there had to be so many samples from a powder lot and it was concluded that since the powder is thoroughly blended, neither the larse nu::.ber of sanples nor the coincidence counting

, method are necessary.

7. The licensee stated that there are 00 iters of volume in the process *

. piping in the ceramic arca and abou e sane in the scrap area. Also that there are 13,000 square feet of ea in gloveboxes where holdup could be deposited.

The 18.7 kilogram holdup, according to the licensee has a 6 kg. static conponent which includes 1.1 kg. from the ZPPR canp n gn. The renaining

. 12.7 kgs. is a variable liquid conponent in the pipelines.

8. The li.consee plans to begin including the measured pipe 14no solutions in his June inventory.

9. The licensee stated that conthly inventories would continue until the now LEMUF conditions are fimlized, after which inventories will take place every two months. Licensing had no probica with this plan.

The macting was scheduled to continue through April 18 and 19, but early on April 18 discussions were concluded because Licensing did not seca to have any sure ite:n to discuss. Mr. Pietri rmi=4 at the plant to tour the l

uranina and plutonium facilities and the other AEC people departed.
