Davis, Deputy Director for Field Operations Directorate of Regulatory Operations, Headquarters KERR HeCEE PLITIONIUM FACILITY - FEBRUARY 1974 HATERIAL UNACC0lWIED FCR In evaluating the significance of the February and March 1974 HUF quantities and the decision to allow Kerr-McGee to resume production, consideration was given to the total cnterial unaccounted for quantity generated since August 1973 to the present in light of how c:uch unterist was put through the plant (in the pipeline) plus a factor for catorial that is recycled (scrap) within the process area. Both flows have a dominant effect on inventories (appproximtely 300 Kgs Pu in March 1974) and resulting HUF quantities.

15, 1974, indicated no abnormal losses through the Kerr-McGee stack system and no problems of a criticality nature. This was also a prims factcr in the decision of allowing Karr-McGee to resume operations.
We conclude the HUF quantity does not present a health or safety problem to the public because of these considerations. Because of Kerr-McCce's physical security and material control regulations, we feel the HUF does not represent an unauthorized removal of materini from the plant, but is correlated to the type of m2torini involved, co:nplexities of the solution to fuct pin production cycle, and measurement uncertainties associated with the operation.
