On February 28,197 beg ~ ion III was notified by Kerr-McGee by telephone that the February. monthly plutonium physical indicated a material' unaccounted for (MUF) loss quantity kilograms of pluton th a measurement uncertainty estim by the licensee

The MUF quantity is significant e.cause the J uary 1974 inventory MUF quantity was al loss 6.5 kg Pu).

Also of concern is the uncertainty value of

.4 ilograr f pluto-nium which exceeds the operating limitation o 1.5 kilograms specified by technical specifications.

Investigation by the licensee has ' ailed, so far, to reveal exact f

causes of the significant MUF quantity.

Kerr-McGee has a physical security plan in effect and Regulatory Operations has no evidence that the unaccounted for p,lutonium might have been diverted.

The licensee reported that the following actions are beino takan-l.

Fabrication of fuel has been stopped and 'a new inventory is being conducted-inventory. started on March 1,1,974.

Fabrication of fuel will not be resumed until' the MUF is resolved to the satisfaction of the licensee and Region III.

Action by Regulatory Operations:

RO is following the actions being taken by the licensee. An inspector is at the site.

No press release has been made; however, the AEC-CH Public Information Officer is aware of the problem.
