SUBJECT:
MEETING BETWEEN GENERAL ELECTRIC NUCLEAR ENERGY AND THE NRC STAFF CONCERNING USE OF ODYN CODE FOR ATWS ANALYSIS (TAC NO: MA3478)
The NRC staff met with representatives from the General Electric Nuclear Energy (GE) at NRC Headquarters on April 21,1999, conceming an error involving recent ATWS (anticipated transient without scram) analyses using GE's ODYN code. Enclosure 1 lists the meeting participants,' A public meeting notice for the subject meeting was issued on April 7,1999, and a copy of the meeting notice was posted on the NRC's public intemet webpage.
Prior to the meeting on March 11,1999, GE informed the staff via a telecon, that an input error to the ODYN code was identified while performing an ATWS analysis for a boiling-water-reactor plant in preparation for a power uprate application. The ODYN code was used for ATWS analysis in two recently approved power uprates: Monticello (September 1998) and Hatch (October 1998). The input error to the ODYN code involves a non-conservative assumption for the reactor vessel water level. GE indicated that a number of sensitivity studies were run and the preliminary results showed that the net effect of the error is negligible. GE also contacted both Monticello and Hatch with the information. GE requested to meet with the staff to discuss this issue in detail.
During the meeting on April 21,1999, GE presented various aspects of the issue including error discovery and communication, error description and consequences, and error resolution. l Enclosure 2 is a copy of the slides that were used during the meeting. GE concluded that the impact of the error is negligible due to the veracity of the benchmark process involved in ODYN application. GE also stated that: (1) GE is developing technical design procedures to improve process cer:trols and to reduce potential for similar error, (2) published Monticello and Hatch ATWS results are bounding, (3) the error does not invalidate the ODYN-ATWS qualification l
report that had been approved by the staff, and (4) GE will publish an accepted version of the !
ODYN qualification report incorporating revised figures.
