SUMMARY

OF JUNE 28, 1985 MEETING WITH LICENSEES AND WESTINGHOUSE REGARDING UPPER PLENUM INJECTION On June 28, 1985, the NRC staff met with Northern States Power Company (NSP), the licensee for Prairie Island Nuclear Generating Plant Unit Nos. I and 2, Wisconsin Electric Power Company (WEP), the licensee for Point Beach Unit Nos. I and 2, and Westinghouse, the contractor for developing a new Upper Plenum Injection (UPI) Evaluation Model (EM) for the two loop Westinghouse plants. The meeting was requested by the licensees to present the status on the development of a new Upper Plenum Injection Evaluation Model (UPI-EM). This meeting also served to resolve any of our concerns related to the program plans for developing UPI-EM that was submitted by the licensees' letters dated March 11 and April 19, 1985 for Northern States Power and Wisconsin Electric Power Company, respectively.

Copies of the viewgraphs and handouts are not included with this summary because of the proprietary nature of the material. A list of attendees and the agenda are enclosed (Enclosures 1 and 2).

By letters dated February 12 and 13, 1985 we issued an evaluation guidance to licensees identifying numerous deficiencies in the previous UPI-EM. The licensees responded to our evaluation guidance by the submittal of a program plan on March 11 and April 19, 1985 describing the development of a new ECCS evaluation model that would better account for UPI thermal and hydraulic effects.

Westinghouse, under contract to NSP and WEP, is developing a new UPI-EM using the methodology described in Commission Paper SECY-83-472. This meeting is the first of several meetings that will occur to keep the staff advised of the progress, resolve any problem areas and discuss any assumptions during develop-mental stages of the new UPI-EM. The objectives of the UPI development plan are to (1) address NRC's technical concerns on UPI ECCS behavior, (2) develop a new UPI LOCA model which complies with 10 CFR 50.46 and Appendix K requirements, and (3) identify LOCA margin for UPI ECC systems per SECY 83-472. Westinghouse will produce a realistic base case analysis for a generic UPI plant. Subsequent analyses would be corrected for biases and uncertainties according to the SECY 83-472 guidance. This will be followed by plant specific Apper. dix K calculations showing peak clad temperature (PCT) margin. The plant specific Appendix K calculation would also be compared to the calculation using the statistical methodology recommended in the Commission Paper, SECY 83-472. The staff finds that plans as submitted by letters dated March 11 and April 14, 1985 for Prairie Island and Point Beach and discussed in this meeting are acceptable.

However the following comments should be considered.

1. The generic realistic base case calculation should not show the PCT rising above 1600 F. If analyses show PCT rising above 1600"F, then the matter should be brought to the staff's attention.
2. The next status report meeting is scheduled for Mid-September 1985.

This meeting date could be advanced if progress in the program deems it so.

statistical analysis of the most difficult parameters for the sen-sitivity studies that would be applied to generic base case curves Westinghouse will take this comment under advisement.

4. A clear statement of criteria should be developed for the COBRA-TRAC code validations of the Japanese cylindrical core test facility data.
5. The plant specific analysis for Point Beach would be submitted 6 months after receipt of the NRC safety evaluation on the generic realistic base case methodology. The staff finds this planned schedule for submitting the plant specific analysis acceptable.
