DISCUSSION OF PROPOSED AMENDMENT REQUESTS MEETING

SUMMARY

A meeting was held on February 2, 1993 between the FD.C staff and Northern States Power licensing staff to discuss a number of proposed amendment requests currently under review. These amendments included; 1. Refueling and fuel Handling Specification Changes, 2. Containment Penetration List Removal, and 3. Instrumentation Specification Changes. The results of the discussions and the follow-up actions for each proposed amendment are presented below.

1. Refueling and Fuel Handling Specification Changes (TAC NOS. M84058 and M84059)

This amendment request incorporates Technical Specifications (TS) for containment closure requirements during refueling conditions. These include the Standard Technical Specifications and additional TS that take credit for the Auxiliary Building Special Ventilation System (ABSVS) and the Shield Building Ventilation System (SBVS). The primary focus of the discussions involved the technical details of the Auxiliary and Shield Building Ventilation Systems.

The action for this TAC is with the Containment Systems and Severe Accident Branch to determine if the additional TS on the ABSVS and SBVS are acceptable.

2. Removal of Component Lists from Technical Specifications (TAC NOS. M83379 and MS3380)

This amendment request is in response to Generic Letter 91-08, which allows the removal of component lists from TS. In the amendment request a TS section was included which listed the types of containment penetrations and valves that would not require type B and C testing. It was agreed during the meeting, that this section could lead to confusion since the list was not specific. However, since the licensee wanted to retain this information, a discussion of these exemptions in the current table will be addressed in the bases.

The action for this TAC is with NSP to resubmit these TS and bases pages as discussed.

3. Instrumentation Specification Changes (TAC NOS. M84671 and M84672) ,

February in, 1993 This amendment request incorporates changes to the surveillance test intervals and allowed outage times for the engineered safety features and reactor protection system instrumentation consistent with the TS associated with WCAP-10271. This meeting was the initial discussion between the staff and Prairie Island regarding this amendment request. The Instrumentation and Controls technical reviewer had a number of questions regarding the ditferences between the generic TS presented in the NRC Safety Evaluation and the TS which were requested in the Prairie Island submittal. Discussions on this package continued during a conference call on February 4,1993.

The actions for this TAC are with NSP and the NRC. The licensee will prepare a revised submittal that will incorporate the corrections and changes discussed during the meeting and conference call. The NRC staff will continue their review of the remaining TS sections and the bases pages.

The meeting resulted in a signification exchange of information and was beneficial to the NRC staff and the licensee. Future meetings to discuss License Amendment Requests will be scheduled as required. A list of attendees is provided in the enclosure.
