Proposed Change No. 143 - Organization Charts Gentlemen:

Maine Yankee hereby submits, pursuant to 10 CFR 50.90, this application to amend Section 5.2, Organization, of the Technical Specifications to our operating license.

This amendment request would modify Administrative Control requirements under Technical Specification 5.2, Organization, to delete the offsite and facility organization charts, Figures 5.2-1 and 5.2-2, respectively, and replace this information with organizational requirements of a more general nature while retaining those organizational requirements that affect the safe operation of the plant. This approach and the proposed changes herein are consistent with NRC's Generic Letter 88-06.

Maine Yankee has evaluated the proposed changes and has determined that i, hey do not involve a significant increase in the probability or consequences of an accident previously evaluated; increase the possibility of a new or different kind of accident from any accident previously evaluated; or involve a significant reduction in a margin of safety. Therefore, these proposed changes do not include a significant hazards consideration as defined in 10 CFR 50.92. The evaluation is also included in Attachment A.

The proposed changes to Technical Specification 5.2 are presented in Attachment B.

This proposed change has been reviewed by the Plant Operation Review Committee and the Nuclear Safety Audit and Review Committee. The Plant Operations Review Committee has concluded that the proposed Technical Specification changes do not constitute an unreviewed safety question.

MaineYankee ATTACHMENT A Descriotion of Prooosed Chance Maine Yankee Technical Specification 5.2, Organization, contains organization charts depicting the offsite organization and the facility organization, Figures 5.2-1 and 5.2-2, respectively. ,

The license amendment would result in the deletion of th6 two organizational charts and the retention of the appropriate aspects of the offsite and facility organization relating to nuclear safety. The specific additions to Technical Specification 5.2, consistent with NRC's Generic Letter 88-06, are as follows:

a. The lines of authority, responsibility and communication shall be established from the highest management levels through intermediate levels and including all operating organization functions. This will be accomplished by annual updates, as necessary, to existing organizational charts in Section 12.1 of the Maine Yankee Final Safety Analysis Report (FSAR).
b. Specification covering the appropriate organization freedom and r

independence from operating pressures for personnel with operator training, radiation protection and quality assurance functions.

, c. The license requirements for functional operations positions

(Hanager, Operations Department, PSS, SOS, CRO) previously depicted in Figure 5.2-2 have been delineated in Technical Specification 5.2.2.h.

As recognized by the NRC in Generic Letter 88-06, organizational charts contained in the existing technical specifications have little influence on nuclear safety of the plant and create a burden on organizational flexibility by requiring a license amendment to the organization charts before implementing a change to the company organizational structure.

The offsite and facility organizational charts are contained in Section 12.1 of the FSAR. This information is required by 10 CFR 50.71 to be maintained and updated as necessary, annually.

l This change is requested in order to eliminate the processing of unnecessary license amendments to effect changes in the company organization structures. Current technical specification organizational requirements important to safety have been retained, consistent with Generic Letter 88-06.

MaineYankee Sianificant Hazards Evaluation The proposed changes to the Technical Specifications to replace the organizational charts with general organizational requirements have been evaluated against the standards of 10 CFR 50.92 and have been determined to not involve a significant hazards consideration. These proposed changes do not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated.

These proposed changes to remove the organizational charts, while retaining those aspects of the company organization important to safety, in Technical Specification 5.2 are administrative in nature and have no effect on the probability or consequences of an accident previously evaluated.

2. Create the possibility of a new or different kind of accident from any previously evaluated.

Since there are no changes in plant design or operation, inclusion of the proposed changes in the technical specifications would not create the possibility of a new or different kind of accident from any previously evaluated.

3. Involve a significant reduction in a margin of safety.

i The aspects of organizational charts which are important to safety have been retained in Technical Specification 5.2, consistent with NRC guidance in Generic Letter 88-06. Charts depicting the offsite and facility organization are maintained and updated, as necessary, in Section 12.1 of the Haine Yankee FSAR.

Therefore, adoption of the proposed change would not involve a significant reduction in safety margin for the plant.

i Maine Yankee has concluded that the proposed changes to the Technical l Specifications do not involve a significant hazards consideration as defined by 10 CFR 50.92.
