Proposed Change #126, Technical Specification 5.9 Reporting Requirements Gentlemen:
Maine Yankee hereby proposes changes to Specification 5.9.1.6, " Semiannual Radioactive Effluent Release Report" and Specification 5.9.1.7, "Special Reports".
The change to Specification 5.9.1.6 would allow additional time for the filing of supplemental dose and meteorological summary reports.
The proposed change to Specification 5.9.1.7.b would ensure that the specification references in Specification 5.9.1.7 are consistent with current Technical Specifications.
The revised pages 5.9-3 and 5.9-4 which contain these specifications are included as Attachment B.
The change to Specification 5.9.1.6 will provide the added time necessary for preparing the annual summaries of meteorological history, and estimated dose commitments resulting from plant operation.
These reports would be required to be submitted within 90 days after January I of each year.
This has been accomplished by dividing Specification 5.9.1.6 into two sections.
Section one contains the requirements for the Semiannual Radioactive Effluent Release Report and Section two outlines the requirements for submitting annual reports of the Estimated Dose and Meteorological Summary.
This change will not affect the submittal of plant radioactive effluent data required by 10 CFR 50.36a, paragraph (a)(2).
The additional time for submittal of the meteorological and dose summaries is requested in order to complete the reduction of the hourly meteorological data, process the additional

MAINE YANKEE ATOMIC POWER COMPAf0V United States Nuclear Regulatory Commission Page Two Attention: Document Control Desk MN-87-19 information concerning the atmospheric dispersion of gaseous effluents and resultant doses (which requires completion of.all effluent radionuclide analyses including strontium 89, 90 for the last sampling period of the reporting year), perform the calculations, prepare and review the final report.
The proposed change to Specification 5.9.1.7.b will update the references for the Excessive Radioactive Release Report. Presently Specification 5.9.1.7.b references Specifications 3.16A2 and 3.17A2 as requiring Excessive Radioactive Release reports to be filed.
However, this report is currently a requirement of Specifications 3.16B, 3.178 and 3.17C. Therefore, Specification 5.9.1.7.b has been changed to reflect the current requirements of Specifications 3.16 and 3.17.
l Maine Yankee has evaluated the proposed changes and has determined that they are of an administrative nature. Therefore, these changes do not involve a significant hazards consideration as defined in 10 CFR 50.92.
The evaluation of these changes is included as Attachment A.
The contents of the proposed change have been reviewed by the Plant Operations Review Committee and the Nuclear Safety Audit and Review Committee.
A copy of this proposed change has been sent to a representative of the State of Maine.
A license amendment application fee of $150.00 is enclosed.

Specification 5.9.1.6 has been divided into two sections
.which outline the reporting requirements for the Semiannual Radioactive Effluent-Release' Report and the Estimated Dose and Meteorological Summary Reports. Specification 5.9.1.6.2 addresses the requirements for the estimated Dose and-Meteorological Summary Reports and provides additional time for filing these reports.
The proposed change to Specification 5.9.1.7.b ensures that the references to Specifications 3.16 and 3.17 are consistent _with the current format of these specifications.
Sianificant Hazards Evaluation These proposed changes to Specification 5.9 have been evaluated for a significant hazard consideration against the criteria of 10 CFR 50.92. Maine Yankee has determined that they do not:

Involve a significant increase in the probability or consequences of an accident previously evaluated.
The division of Specification 5.9.1.6 into two sections and the request for additional time to prepare the supplemental dose and meteorological summary reports is strictly of an administrative l
nature and does not affect either the type of information submitted or the methods used to prepare it. The change to Specification 5.9.1.7 is also of an administrative nature as its purpose is to clarify which sections of Specifications 3.16 and 3.17 require special reports subject to Specification 5.9.1.7.b.
Thus, these changes do not significantly increase the probability or consequences of an accident previously evaluated.
