Proposed Change No.121 - Diesel Generator Testing Gentlemen:

As indicated in Reference (c), Maine Yankee proposes to delete the present Technical Specification requirement for emergency diesel generator testing in the event that any component in one train of the emergency core cooling system (ECCS) becomes inoperable. Over the past several years, industry operating data regarding diesel generator performance indicates that too frequent testing of the diesels can be detrimental to their availability.

The specific change is as follows:

Replace page 3.6-2 of the Maine Yankee Technical Specifications with the enclosed page 3.6-2.

Title 10 of the Code of Federal Regulations, Section 50.92 states, in part, that a proposed technical specification involves a significant hazards consideration if it (1) involves a significant increase in the probability or consequences previously analyzed; (2) creates the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involves a significant reduction in a margin of safety.

We have performed an evaluation in accordance with 10 CFR 50.91(a)(1) to determine whether this proposed change involves a significant hazards consideration as defined by 10 CFR 50.92. A summary of our evaluation follows.

The accidents analyzed in the Maine Yankee Final Safety Analysis Report (FSAR) were evaluated. It was concluded that the proposed change would not cause a significant increase in the probability or consequences of the accidents analyzed in the FSAR. In fact, based on industry dats and the Staff's evaluation in Reference (b), limiting the number of cold starts as proposed helps ensure higher diesel generator reliability by eliminating excessive testing that degrades diesel engines.

The consequences of a loss of coolant accident are not affected by the proposed change since the reliability of the diesel generators continues to be adequately demonstrated thro h required testing.

United States Nuclear Regulatory Commission Page Two Attention: Document Control Desk MN-85-180 The proposed change does not create the possibility of a different kind of accident from any previously analyzed since the elimination of excessive diesel generator testing minimizes diesel engine degradation.

Furthermore, the requirement to test, within two hours, the remaining ECCS component subsystem if the respective subsystem in the redundant train becomes inoperable and the inoperable system restored to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> of discovering the nonconformance, maintains the margin of safety necessary to ensure that a reliable source of cooling water exists to mitigate the most limiting loss of coolant accident.

Based on the above evaluation, we have concluded that the proposed change does not involve a significant hazards consideration as defined by 10 CFR 50.92.

An application fee of $150.00 is enclosed for this amendment request.

The State of Maine is being notified of this request by a copy of this letter.
