Reactor Coolant System Emergency Vent System (Proposed Change #113, Supplement 1)

Gentlemen:

In fulfillment of the NRC's Post THI requirement, NUREG-0737, Item II.B.1 on reactor coolant system vents and the Staff's NUREG-0737 technical specifications requirements, Maine Yankee submitted its proposed technical specifications, Reference (b), in March,1985. Our significant hazards consideration of this proposed change was also provided in Reference (c).

Recently, NRC Region I reviewers expressed reservation on the remedial actions proposed in Reference (b).

In an attempt to close out this item, we have:

Proposed more stringent remedial actions for the emergency vent system which we believe are consistent with the intent of the NRC Guidance;

- Reworded certain portions of the proposed change to clarify and/or add specificity to the change.

Replace existing pages 3.3-2, 3.3-3, 4.6-1, 4.6-4, 4.6-5, and 4.6-6 with the enclosed pages of the same numbers.

He request that the effective date for these changes be 60 days after issuance in order that the formal procedures may be appropriately developed.

This supplemental proposed change has been reviewed by the Plant Operations Review Committee which has determined that this change does not constitute an unreviewed safety question. The Nuclear Safety Audit and Review Committee has also reviewed this proposed change.

By copy of this letter and the attachment, a State of Maine representative has been notified of this change.
