DIFFERING PROFESSIONAL VIEW-On March 4,1996,. I was informed by Mr. Luis Reyes, Deputy Regional .
Administrator, that my memorandum of February 5, 1996 to Mr. Albert F.;Gibson is considered to be a Differing Professional View. While I do not view my.
memorandum as a challenge. of, or disagreement with, NRC policy, I welcome this-level of review because-I am sincerely interested in improving the process.
In accordance with ROI 2304 dated July 11, 1994, I am submitting the following list.of individuals to.be the third member of the impartial Standing Review
' Panel. These individuals' are qualified inspectors and have had considerable
- nuclear power field experience. The individuals I am proposing are:
