A Differing Professional. View Panel was established to evaluate the issues you identified in your memorandum to A. Gibson dated February 5. _1996.
The Panel-has comoleted its review and submitted-its report and recommendations to me, a copy of which is attached. I have accepted the

recommendations and will take action to implement enhancement to the enforcement panel documentation. Your comments were worthy of review and point out several other areas that need further review such as the Office of
-Investigations Interface and enforcement panel conduct. I will keep you informed of actions in these areas.
