BEAVER VALLEY POWER STATION-UNIT NO. 2 (BV-2) ENGINEERING ASS PROGRAM (EAP)

We have reviewed your May 21, 1986 letter which submitted your proposed " Program for Completion dated April of the Engineering Assurance In-Depth Technical Audit" EA-111 23, 1986, supplemented by other Stone and Webster Engineering Corporation (SWEC) EA Audits (Ref. Audit Nos. 44, 50, and the audit of BV-2 Site Engineering Group) as well as other Duquesne Light Company (DLC) review programs.

Based on our discussions during the February 28, 1986 and April 8, 1986 meetings, the scope of EA-111 was limited in recognition of the supplemental audits performed by both SWEC and DLC, particularly SWEC EA Audit #50 of the BV-2 hazards analysis program, SWEC Audit #44 covering the fuel pool cooling and cleanup system plus portions of the fuel building, and DLC's Design Bases Endorsement program. The NRC staff plans to inspect the implementation of corrective actions and follow-on items identified by these programs to ensure that their intended objectives were met and the items have been successfully completed.

We also had discussions with SWEC and DLC personnel during our scope inspection of this subject at SWEC offices in Boston, Massachusetts on April 28-30, 1986.

Based on our review and discussions with your staff, the NRC staff finds the proposed BV-2 EAP an acceptable substitute for an IDI or IDVP as a means of providing the NRC additional assurance that the design of the BV-2 complies with FSAR commitments and NRC regulatory requirements.
