DLC has proposed that the continuing detailed design reviews conducted by DLC, SWEC, or contractor personnel under DLC direction throughout the BV-2 project design effort provide the additional assurance sought by the NRC that the design process used for constructing BV-2 has fully complied with the FSAR commitments and NRC regulations. We feel that the SWEC Engineering Assurance In-Depth Technical Audit Program supplemented by the various special DLC review programs provides a prudent alternative to an IDI.

As further evidence of the efforts described, we have attached the following:

1) Final Summary Report of the DLC Design Bases Endorsement Progran (dated June 1984).
2) SWEC Engineering Assurance Audit No. 44 of BV-2 design (conducted November 28, 1983, to February 13,1984).
3) SWEC Engineering Assurance Audit of the BV-2 Site Engineering Group (conducted April 23 to June 20,1984). j
4) SWEC Engineering Assurance Audit #50 of the BV-2 Hazards Analysis Progran (conducted November 12, 1985, to January 31,1986).
5) Program for Completion of the Engineering Assurance In-Depth Technical Audits of the BV-2 Project (approved by DLC on April 23, 1986). -

Grimes, Director Design Verification Activities Page 2 We have had discussions with your personnel on February 28, 1986, and April 8, 1986, in Bethesda, at a site visit on April 24, 1986, and in the SWEC Boston office on April 28-30, 1986. Your personnel have reviewed the detailed inspection plans for the joint DLC/SWEC May 1986 Final Audit.

Based upon these meetings, we understand that you have determined that our program, when complete, will provide adequate evidence for your review to determine that the BV-2 design process has met the license requirements.

The final report evaluating the four (4) Engineering Assurance audits is to be completed in November 1986.

Zagorski DESIGN BASES ENDORSEMENT PROGRAM Attached is a copy of the text from the Design Bases Endorsement (DBE) Program report. The supporting documentation is quite extensive and is being maintained by NCD Docussent Control.

The report concludes that the DLC DBE Program demonstrated that the BVPS-2 Plant Design Bases, as de fined in the report, have no significant unresolved concerns and are considered acceptable by DLC. This program ena-bled DLC to effectively identify specific design discrepancies.

Each of these has been addressed and either resolved to DLC's satis faction or included in a recommanded follow-on program which is expected to result in a satisf actory resolution. Recommendations are listed in Section VII, Part E, of the report.
