i 7590-01 UNITED STATES NUCLEAR REGULATORY CO* fS$10N BOSTON E01 SON COMPANY DOCKET N0. 50-293 ENVIRONMENTAL ASSESSMENT AND FINDING OF N0 SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Comission (the Comission) is considering issuance of exemptions from certain requirements of 10 CFR Part 50. Appendix R, to the Boston Edison Company (BECo/licensec) for the Ptigrim Nuclear Power Station located at the licensee's site in Plymouth Cvunty, Massachusetts.

ENVIRONMENTAL ASSESSMENT Identification of the Proposed Action The proposed action would grant exemotions from certain requirements of Appendix R of 10 CFR Part 50. Specifically, exemptions were requested from Section Ill.G.2.a to the extent that it requires:

Separation of redundant trains of residual heat removal (RHR), auto-a.

matic depressurization system (A05), core spray and energency diesel generator fuel oil transfer pump cables located in Fire Zones 1.1., 1.6/1.8, and 1.30A, respectively, by 3. hour fire rated barriers, b.

Strvetural steel in the torvs compartment fonning a part of or supporting the fire barrier between redundant trains of safe shutdown components in Fire Zone 1.30A and Fire Zones 1.9 and 1.10 to be protected to provide fire resistance equivalent to that required of the barrier.

Stevetural steel in the steam tunnel forming a part of or supporting c.

the fire barrier bet.een Fire Zone 1.32 and Fire Zones 1.11 and 1.12 to be protected to provide fire resistance equivalent to that required of the barrier.

Need for the Proposed Action To meet the requirements of Subsection ll!.G.2 of Appendix R, one train of cables and equipment necessary to achieve and maintain safe shutdoom shall te raintainee free of fire da age.

Subsection Ill.G.3 of Appendix P requires that for areas where alternative or dedicated shutdown capability is provided, fire detection and a fixed fire suppression system shall also be installed in the area, room, or zone under consideratio.i.

The proposed action is needed to allow the licensee to complete less costly i

rodifications including rerouting of power cables out of the fire zones of concern, and to employ existing fire protection features.

This will provide-the level of fire safety which is equivalent to that achieved by compliance with the technical requirements of Section !!!.G of Appendix R.

Environmental Imacts of the Proposed Action The proposed exemptions would I,rovide an equivalent level of fire safety i

such that there is no increate in the risk of not achieving safe shutdcwn at the Pilgrim Station. Consequently, the probability af achieving safe shutdewn has not been decreased and the post-accident radiological releases would not i

be greater than previously detemined nor do the proposed exemptions otherwise af fect radiological plant effluents. The proposed exerptions do not affect i

plant nonradiological effluents and will have no other environevntal impact.

Therefore, the Cosmission concludes that there are no signifit, ant radiological or nonradiological environmental impacts associated with the proposed exemtions.

Alternatives to the Proposed Action l

since the Commission has concluded there is no measurable environmental impact associated w'.th the proposed exemptions, other alternatives need not be evaluated. The principal alternative to the exemptions would be to require i

rigid compliance with the Section !!!.G.2 requirements.

Such action would not l

enhance the protection of the environment and would result in unjustified costs for the licensee.

Alternative Use of Resources This action does not involve the use of resources not considered previously in the Final Environnental Statement related to the operation of Pilgrim Nuclear Power Station.

Based upon the foregoing environmental assessrent, the NRC staff concludes that the proposed action will not have a significant effect on the quality of the human environment.
