Dear Mr. Sieber:

SUBJECT:

BEAVER VALLEY POWER STATION UNITS 1&2 - IMPLEMENTATION OF THE ATWS i

RULE (TAC 59070 AND 62943)

The purpose of this letter is to provide the enclosed safety evaluation associated with your proposed implementation of the ATWS Rule (10 CFR 50.62) requirements.

We have concluded that, pending the final resolution of the technical specification issue, the ATWS design proposed by Duquesne Light Company for Beaver Valley, Units 1 and 2, is in co.r?liance with the ATWS Rule requirements of 10 CFR 50.62, paragraph (c)(1).

Further, our conclusion is subject to the successful completion of certain noted human-factors engineering reviews.

Refer to the enclosed safety evaluation for details.

j In your letter dated February 27, 1987 you stated that the AMSAC was scheduled j

to be installed during the sixth refueling outage at Unit 1, and during the first refueling outage at Unit 2 (about mid-1989). We understand that the AMSAC has been installed at Unit 1 during the sixth refueling outage which-1 ended in January 1988.

We will continue to track implementation of the AMSAC at Unit 2.

l Sincerely,

'M M3?B Byr Peter S. Tam, Project Manager Project Directorate I-4 Division of Reactor Projects I/II
