SUBJECT:

COMPLETION OF REVIEW 0F THE 1988 BEAVER VALLEY UNIT 1, 10 CFR 50.59 REPORT AND ASSOCIATED SITE AUDIT (TACNO.74129)

By letter dated July 20, 1989, the licensee submitted the 1988 Annual Report of Facility Changes Tests and Experiments in accordance with 10 CFR 50.59.

I reviewed that report following the 9uidance of Section 3.4.4 of Revision 1 of the Project Manager's Handbook.

In addition, I audited the 10 CFR 50.59 analysis documents on site (December 5, 1989) for Design Change Package (DCP) No. 744 and 834, and held discussion with Mr. J. Vassello on DCP 513, 523, 576, 668, 808, and procedures TOP 1-88-28, -29 and -30.

Office review of the report indicates that, where appropriate, licensing actions have been opened to address issues that could not be entirely covered under 10 CFR 50.59. The following licensing actions and issues in the report are related:

  • 2 Based on ry review of the lictnste's report, the on site audit and the additional cle'rification obtained, I conclude that there is reasonable assurance that the changes, tests and experiments htet criterie in 10 CFR 50.09.

Furthermore, a number of these changes have been or are still being addressed by licensing actions; details may be obtained by accessing the TAC files listed on page 1.

No new licensing actions need be opened as a result of the licensee's report.

Based on the above results, it appears that licensee personnel ere familiar with and are following the NUMARC/NSAC document NSAC 125, " Guidelines for 10 CFR 50-59 Safety Evaluations "

This completes TAC 74129, "1988 Annual Rtport of 10 CFR 50.59 Changes for Beaver Valley Unit 1."

A copy of this memorandum will be placed in the PDR and local FDR, and a ecpy will be provided to the resident inspectors for incorporation of appropriate material into future inspection reports.
