On November 19, 1987 a conference call was held between members of your staff and Duquesne Light Company to discuss the ATWS Mitigation System Actuation Circuitry (AMSAC) to be installed in Beaver Valley Units 1 and 2. This letter provides additional information that was requested at that time to assist in your review of our AMSAC design.
AMSAC Annunciators and Bypasses Attached are functional diagrams of the AMSAC circuitry for both Unit 1 and Unit 2. As noted in these drawings there are four annunciators associated with AMSAC for each unit. All annunciators are located in the main control room. An AMSAC Trouble Alarm is annunciated if any of the three feedwater flow signals or Turbine 1st Stage pressure signals fails low, or, if a loss of primary or backup power to AMSAC is sensed. Separate control room annunciators also exist for AMSAC timer initiation and for AMSAC actuation initiation.
Should the AMSAC output actuation be placed in bypass, an AMSAC bypassed annunciator provides continuous bypass status indication in the control room. The means for bypassing AMSAC is a permanently installed bypass switch on the AMSAC test panel (Switch BS/MS440-Unit 1, BS/2 MSS 440-Unit 2 on attached diagrams). Disconnect switches associated with each output relay also allow individual output relay actuations to be bypassed for testing. Operating any of these switches also initiates the AMSAC Bypassed annunciator in the control room. When testing is completed, procedural controls will ensure that AMSAC is returned to operational status. AMSAC control room annunciators would alert the operator of any abnormal condition. We have therefore not incorporated the mechanical interlock that would have prevented closing the AMSAC cabinet doors with the bypass switches in the bypass mode as previously discussed in our February 27, 1987 submittal.

Failed Feedwater Flow Channel Block j l
The AMSAC logic monitors the feedwater flow signals entering the q cabinet for levels indicative of an instrument loop failure.
AMSAC In our previous submittal in February, we had stated that if all i three feedwater flow channels fail, that the AMSAC actuation will be 1 blocked. However, we have since modified our design. As presently '
designed, if any of the three flow channels fail, the AMSAC outputs are automatically blocked and an AMSAC Trouble annunciator is alarmed ;
in the control room as discussed above. Should a feedwater flow channel fail and defeat the AMSAC output, we will require the failed AMSAC flow channel to be placed in a tripped condition within 48 hours which will remove the auto block feature.
AMSAC Testing As described in our past submittal, our AMSAC design is testable at power. Testing at power is accomplished through an integrated test panel which includes a bypass switch that blocks the actuation signal and provides continuous annunciation in the control room as discussed above. Testing is performed by first placing the bypass switch in the bypass mode. Test switches for each of the inputs are switched individually and in combination to allow insertion of analog test signals. Actuation of bistables and logic is observed on test panel lights. Our pcriodic testing frequency will be based on manufacturer and engineering recommendations. An 18-month testing frequency is currently planned. The periodic testing will include a functional test of the logic, time delays and setpoints and a end-to-end test from the instrument channel inputs to AMSAC through i to the final actuation devices. Actual operation of the final i actuation devices will not be included in this test since this equipment is tested in other procedures. The end-to-end test will be perfm led during plant shutdowns.
AMSAt. Isolation Device - Appendix A Information The following information is provided in response to the additional plant specific information requested for AMSAC isolators:
- a. For the type of device used to accomplish electrical isolation, describe the specific testing performed to demonstrate that the device is acceptable for its application (s). This description should include elementary I
diagrams when necessary to indicate the test configuration and how the maximum credible faults were applied to the devices.

Refer to the attachea Figure 1. This figure was extracted from our Isolation Test Plan used to qualify the Magnecraft relay models no W199ABX-14 used as AMSAC output isolators.
The relays were subjected to a postulated fault situation to determine the devices ability to block fault voltages and/or currents from crossing input to output boundaries. Three tests were performed. In Test 1, a test voltage of 600 VAC at

In Test 2 a test voltage of 600 VAC was applied to the output terminals to assess the affects of output faults on the input terminals. In Test 3 a test voltage of'150 VDC was applied to the output terminals to assess the effects of a DC fault on the input circuit.
- b. Data to verify that the maximum credible faults applied during the test were the maximum voltage / current to which the device could- be exposed, and define how the maximum voltage / current.

Response
The maximum credible fault voltage for this relay application is 127 VAC on the input and 150 VDC on the output. 127 VAC is the maximum potential available on the 120 VAC system based on 110% of 115 VAC as controlled by our System Station Service Transformer's line tap changers. 150 VDC is the maximum potential available from the annunciator system field contact power supplies. A 600 VAC test value was used during these' '
tests to also qualify this relay in other applications where a qualified isolator is required.
- c. Data to verify that the maximum credible fault was applied to the output of the device in the transverse mode (between signal and return') and other faults were considered (i.e.,
open and short circuits).

- d. Define the pass / fail acceptance criteria for each type of device.

Following each of the three tests, the fault voltages were applied between the terminals and the mounting plate to verify no current flow and high potential tests were done between the inputs and mounting plate, inputs and outputs and the outputs and mounting plate to verify no insulation breakdown.
- e. Provide the commitment that the isolation devices comply with the environment qualifications (10 CFR 50.49) and with the seismic qualifications which were the basis for the plant licensing. ,
Response
The isolation devices comply with the environmental and seismic qualifications which are the licensing basis for the Beaver Valley Units.

The final actuation control device is relay logic and the AMSAC system logic is isolated from the control logic by qualified isolators and metal barriers,
- g. Provide information to verify that the Class lE isolator is powered from a Class lE Source.
Response
The final actuation device is on the output side of the isolator and is powered from a Class 1E source. The AMSAC control circuitry is on the input side of the qualified isolators which are powered from a non-lE source which is battery backed.
