CREATION OF THE O! ORGANIZATION REY!EW GROUP The Comission is establishing an O! Organizational Review Group to prepare a reccenended organizatien, for approval by the Commission, which integrates the functions of thw Office af Investigations within the Office of the Executive Director for Operations. The Cecaission requests that each of you serve on the O! Organizational Review Group. The proposed organization should be prepared for the purpose of assuring nore efficient and cost effective utilization of staff resCurces, While continuing to assure the independence and quality of the investigative review function.

The Comissien expects the Roview croup to discuss iglemntation of the above gcals witil Cercissioners, senior NRC management and other personnel, as apprcpriate.

In order for the Comission to promptly ecoplete Phase Two of the Ccenission's response to the directive contained in the Conference Coenittee report which accompanied the Continuing Resolution recently passed by Congress (copy attached), the Revtew Group should provide its recccnendath% to the Ccmissicn by Harch 1,1988. The ccanission has designated Hugh Thcenson to serve as the Chairman of the Review Group and he is requested to begin work icoediately upon receipt af this amorandus.
