  • ROUTING OF CORRESPONDENCE TO C0 MISSION On February 5,1988, Jim Taylor infomed me, during the course of en unrelated conversation, that all correspondence to the Commission should be routed through him. I pointed out that some items such as notifications of case openings were sent directly to the Chairman in accordance with prior Co: mission direction, and asked if giving him a copy would be sufficient. He l reiterated that all correspondence must go through him, and noted that this had been brought to his attention by "H Street". (I suspect that was a re-l actiontoacaseoceningdocumentthatIsignedoutyesterday.) I indicated that we would comply as of today, cc: 01:HQ Staff F0Ds l

  • 01 ORGANIZATION REVIEW GROUP Mr. Hayes stated he is trying to keep the Field Offices infomed--he met with the 01 Study Group on two occasions last week. They have an interview femat as follows:

Actions Needed to Effectively Implement New Organizational Structure The 01 Review Group is chaired by Hugh Thompson, NMSS, and has three additional members--Paul Bird, OD, James Fitzgerald, OGC, and Frank Miraglia, NRR. They are currently attempting to get a consultant...

Mr. Hayes reviewed his disucssion with the Study Group and comented he had been asked to prepare a statement as to the function of each employee--what they do in the overall 01 mission...

The Study Grouo will be talking with the Chairman, Comissioners, 01:RI staff, Regional Administrators, Victor Stello, James Taylor, Jim Lieberman, Department of Justice (spoke to threit representatives),

Government Accounting Office--Office of Special Investigations, and OI:RIII staff.

Mr. Hayes stated that 01 has already voiced its objection to the Study Group--requested someone with investigative experience on the Study <

Group.

Mr. Fortuna queried where they were coming from. Mr. Hayes responded that the Study Group as s whole did not voice any opinion or make any statements at all... They have to have their report to the Chairman by March 1, 1988. By March 21, they will have this plan to Congress...

The Study Group Report on 01 was presented to the Comission. A Comission meeting scheduled for March 21 was cancelled and rescheduled for April 21. 01 does not have a copy of the report...
