In accordance with the Conference Comnittee Report on H.J. RES. 395, the Comission has cecided thst, effective February 1,1988, the cifice of ,

Investigations will report to the Deputy Director for Regional Operations.

Within 60 days of tne dt.te of this memoranduin the Cossission intends to develop, its consultation with the Deputy Director for Regional Operations, a permanent organizational plan for integrating investigative functions under the Deputy Director for Regional Operations. The persanent organizational plan will be cons' stent with the Congressional directive (attached) which directs the Comission to consolidate investigative functions under the E00 in a manner promoting efficient and cost effective i use of resources.

TO: All NRC Employees JT REORGANIZATION - CFFICE OF INVESTIGATIONS I want to inform you of a Comission decision regarding the future status of NRC's Office of Investigations. Effective February 1, 1988, that office will no longer report directly te the Comission, but will instead report to the Deputy Director for Regional Operations. Currently, the Deputy Director for Regional Operations is James Taylor.

The Cemission madi this decision in response to the language in the Conference Comittee Report which accompanied the Continuing Resolution l approved by the Congress in late De<: ember. In that report, the Comissien was directed to "consolidate its inspection and examinations organi.stion.

NRC ANNOUNCES ORGANIZATIONAL CHANGE FOR ITS OFFICE OF INVESTIGATIONS Chairman Lando W. Zach, Jr., of the Nuclear Regulatory Commission announced today that effective February 1, 1988, the NRC's Office of Investigations The will report to the Office of the Executive Director for Operations.

Office of Investigations previously reported to the Commission. Its function is to investigate allegations of wrongdoing by NRC licensees.

In announcing the change, Chairman Zech said:

"The Commission's action is being taken in response to language in the Conference C;mmittee repurt which accompanied the continuing resolution approved by the Congress in late December. In that raport the Commission was directed to ' Consolidate its inspection and examination organizations under the Executive Director in order to assure more efficient and cost-effective utilization of staff resources.' The Commission intends to develop within 60 days a permanentorganizationplanf'forintegratingtheinvestigative l functions under the Executive Directer for Operations.'
