Dear Mr. Tucker:
Your letter of May 18, 1987, certified that Duke Power Company reactor operator and senior reactor operator training programs had been granted 1
e accreditation by the Institute of Nuclear Power Operations.
The letter was sent pursuant to Generic Letter 87-07 and the new 10 CFR Part 55 rule, particularly sections 55.31(a) and 55.59(c), which allow a facility licensee to certify that a reactor operator applicant or licensee has successfully completed a Comission-approved initial training or requalification progrsm based upon a systems approach to training.
You also indicated that the FSAR g
for each of the Duke stations will be revised in the 1987 calendar year update to reflect accreditation.
l Before you revise your FSAR, you should be aware that the generic letter stated that you must certify that your training program "is both accredited and based upon a systems approach to training." The systems approach to training is defined in 10 CFR Section 55.4.
While you certified accreditatfori, you failed to certify that your reactor operator training programs were based upon a systems approach to training.
