NRC EVALUATION OF REQUALIFICATION PROGRAMS i

I recently provided you with infonnation related to the requalification program evaluation conducted by Region II at the Turkey Point facility.

In light of the attention this evaluation has generated, I felt it would be worthwhile to update you on the past and current status of NRC involvement in 4

facility requalification program evaluations.

Historically, the Operator Licensing Branch (and later the regional operator licensing sections) monitored requalification programs by reviewing selected facility adninistered exams for question content and grading. Regional inspectors monitored program compliance by reviewing items such as lesson plans and attendance records. The Operator Licensing Examiner Standards (NUREG-1021) later incorporated a standard (ES-601) covering the procedures for NRC evaluation of utility requalification programs. This standard

.,i supplemented the previous monitoring method by requiring NRC participation in

the administration of facility requalification examinations. The standard allowed the administration of partial examinations; that is, selected categories on the written examinacion and as few as one operating test (oral i

examination) could be administered.

We have detennined that the latitude permitted by this standard led to an inconsistency in the evaluations perfonned. Therefore, ES-601 was revised in February 1985 to require a written examination and operating test for each of the facility licensed personnel selected to take the requalification examination. The length of these examinations was specified as being appmximately 60% of an initial licensing examination.

We performed 53 program evaluations during FY 1984 and FY 1985. The results of these evaluations are shown in the enclosure. The data reflects the program condition before any corrective actions were taken to upgrade a deficient program. In FY 1985, all of the unsatisfactory programs were re-evaluated after corrective actions, and all were judged to be satisfactory although a few were marginally satisfactory. Although the majority of programs have been rated as satisfactory, all regions are finding some program deficiencies, j^c z d J7-n7

should also be noted that some of the evaluations made under the original

'. i ES-601 may not have accurately reflected requalification program quality due to the limited scope of the examination pennitted by that standard.

Significant progress has been made in improving NRC examinations through development of a content-valid, job-related examination process. This work has been based on the INP0 job task analysis for PWR and BWR operators. We have published a catalog of knowledges and abilities for PWR operators and j

have a similar catalog for BWR near completion. The companion examiner handbook for test construction has been pilot tested and will be ready for publishing la'.er this year. In addition, our rulemaking activities on 10 CFR

.i 55 recognize industry initiatives in the areas of training and qualifications of operators and senior operators. These efforts should result in examinations, for both initial and requalification candidates, that accurately reflect the learning objectives and requirements established in facility training programs, and should continue to close the gap between fact 11ty training programs and NRC examinations.
