Dear Mr. Strahn:

Enclosed is a letter I recently received from Mr. Daniel J. Shea, Jr.,

President of the Human Engineering Associates, Incorporated, in Houston, s,.

Texas. That letter raises an issue concerning the adequacy of the INP0 job g

task analysis (JTA) and expresses the view that the task analysis used to generate training programs should be consistent with or driven by the same task analysis data base used to conduct the control room design reviews and to develop the symptom-based emergency operatin recognize that a task analysis for one purpose,g procedures. While I clearly e.g., control room design reviews, is not necessarily adequate for another purpose, e.g., design of training programs, Mr. Shea raises a point worthy of further consideration.

I would like to know what plans INP0 has to compare, to change, or to validate the existing generic INPO-JTA against the task analysis data

. generated for the Supplement 1 to NUREG-0737 activities. The area that I expect possible changes relates to emergency operating procedures since thc INP0-JTA was developed by operators familiar with event based emergency operating procedures and changes are underway to use symptom-based emergency operating procedures.

Further, enclosed for your information, is a copy of a recent memo I received from Region II expressing concerns with the current Oconee Requalification Program.
