ATTACHMENT TO LER-78-087/04T-0 Page 1 of 1 The following Environmental Radiological Monitoring sample is an anamalous measurement based on criteria outlined in the James A. FitzPatrick Nuclear Power Plant Technical Specifications, Appendix B, Paragraph 5.6.2.b:
Periphyton Samples pCi/gm (Wet) l Sample Location
- 1) Off-site 8/23/78 0.0059 + 0.0035
~~
Oswego Harbor
- 2) On-Site 8/23/78 0.10 + 0.01 NMPP
- 3) On- Site 8/23/78 0.03 + 0.0057 JAF
- See Technical Specifications, Appendix B, for location details.
The activity level of co-60 in sample number 2 is greater than ten times the control station sample (number 1 above) for the same sample period.
The total liquid release of Co-60 for the period of January 1,1978 to August 23, 1978 was 1.55E-2 Ci. An integrated release of this quantity should not produce any detectable environmental impact, and is well within the discharge limits re-quired by Technical Specifications, Appendix B.
An examination and analysis of similar sample activity data (December 1974 to present) shows a decreasing trend of sample activity in the periphyton samples taken in the vicinity of Nine Mile Point.
It should be noted that detection of a small quantity of Co-60 in the off-site (control) sample indicates the presence of Co-60 in Lake Ontario periphyton.
The control location for periphyton is the Oswego Harbor and based on the meteorology hydrology of the area should not be impacted by plant operation.
Similar events were reported in LER-78-068/04T-0, 78-072/04T-0, and 78-077/
04T-0.
