Dear Mr. Withers:

LFMB T. Huang The Commission has issued the enclosed Amendment No.112 to Facility Operating License No. NPF-1 for the Trojan' Nuclear Plant. The amendment consists of

! changes to the Technical Specifications in response to your application dated August 7, 1985.

The amendment revises the Technical Specifications to add operability and surveillance requirements for the core exit thermocouples and the Reactor Vessel Level Instrumentation System (RVLIS).

It should be noted that we made changes to your proposed Technical

! Specifications which were discussed with and agreed to by your staff. These l changes deal with the implementation schedule for the RVLIS; as addressed under footnote ## of proposed change page 3/4 3-52 and footnote # of proposed l change page 3/4 3-54. These footnotes were proposed to read " Effective upon PGE's declaration of system operability and NRC approval to operate the system." By letter dated December 10, 1985, we forwarded our Safety Evaluation which contained NRC approval for you to operate the system. By letter dated September 3,1985, you notified us that the system would be declared operational by no later than December 31, 1985. As such, we removed i two footnotes described above from your Technical Specifications and have made the new Technical Specifications effective upon issuance of this amendment.

A copy of the related Safety Evaluation is also enclosed. The notice of issuance l will be included in the Commission's next regular bi-weekly Federal Register

notice.
