. LCA 125 Page 1 of 2 LICENSE CHANGE APPLICATION 125 The proposed replacement pages to Appendix A of Facility Operating License NPF-1 are provided as Attachment 1. Descriptions of the changes to the Technical Specifications are as follovs:

Pages 3/4 3-52 and 3/4 3-53. In accordance with post-TMI requirements for Item II.F.2 of NUREG-0737 Technical Specifications are being submitted for the core exit thermocouples (CET) and the Reactor Vessel Level Instrumentation System (RVLIS). The operability and surveillance requirements for these components have been added to Tables 3.3-11 and 4.3-7, respectively. The Technical Specification for the CETs is being submitted prior to completion of the modification to environmentally qualify the CET cables in Containment. For this reason the CETs may not be operable under post-accident conditions. Additionally, a footnote has been added to Table 4.3-7 to identify that the CETs themselves are not to be calibrated, but rather the monitors displaying the thermocouple indication are to be calibrated.

With respect to the RVLIS, the Technical Specification will not become effective until PGE declares the system OPERABLE and the NRC grants approval for the system to be operated.

REASON FOR CHANGE On November 1, 1983 the NRC issued Generic Letter 83-37 containing model Technical Specifications for several TMI-related items. PGE's letter of December 8, 1983 provided a schedule for submittal of the requested Technical Specifications. Attached are Technical Specifications required by Generic Letter 83-37. These Technical Specifications are for NUREG-0737, Item II.F.2 (CETs and RVLIS). The CET and RVLIS Technical Specifications are being submitted ahead of the schedule PGE committed to in our December 8, 1983 letter. Since these Technical Specifications are being submitted in advance of this schedule, the RVLIS specification includes a footnote delaying the date of its effectivity until the system is OPERABLE and the NRC has approved its use.

SAFETY /ENVIROEMENTAL EVALUATION This change incorporates Technical Specifications for the CETs and RVLIS. These changes are consistent with the NRC model Technical Specifications issued in Generic Letter 83-37 on November 1, 1983.

Technical Specification 4.7.6.1 and Tables 3.3-11 and 4.3-7 are being revised. These changes include the addition of the CETs and RVLIS to the Technical Specifications. These instruments only provide indication

LCA 125 Page 2 of 2 and alarm functions and do not actuate safety-related equipment. The new Technical Specifications describe operability and surveillance requirements for these new instruments.

There are no environmental impacts as a result of this change.

SIGNIFICANT HAZARDS CONSIDERATION This change adds new Technical Specifications for post-TMI required instrumentation systems. These changes are consistent with the model Technical Specifications issued in Generic Letter 83-37 on November 1, 1983. As such, these changes constitute additional limitations, restrictions, or controls not presently included in the Trojan Technical Specifications which will assist the operators in monitoring Pls.nt parameters, in mitigating the consequences of an accident and in improving the safety of the Plant; therefore, this change does not involvo a Jignificant hazards consideration.
