Dear Mr. Butcher:

Inadequate Core Cooling Instrumentation On September 10, 1985, an onsite NRC evaluation was performed of the inade-quate core cooling instrumentation installed or proposed for installation at the Trojan Nuclear Plant. As a result of the NRC visit, PGE committed to submit additional information which was not readily available at the time of the visit. This information is attached.

NRC Request:

4 Are all Westinghouse-recotunended field change notices installed for the -

reactor vessel level instrumentation system (RVLIS)?

PGE Response:

There is one Westinghouse field change notice which has not been installed. The field change notice involves modifications to ensure seismic qualification as well as two modifications of lesser importance.

This FCN will be installed by December 31, 1985.

NRC Request:

Since the reactor coolant pump indication on the RVLIS is not Class 1E, is the operator instructed to confirm the reactor coolant pump status by comparison with other installed indications?

PGE Response:

Operators at Trojan are taught to confirm equipment s.tus indications by comparison with other installed indications wheneser practicable.

In this case, reactor coolant pump status would be v>.rlfied by observing flow indication for the appropriate loop (s).

For this reason, it is fully expected that an incorrect reactor pump status indication on the RVLIS would not go unrecognized.

NRC Request:

Provide a block diagram of the proposed core exit thermocouple 3.

installation.

PGE Response:

A block diagram of the proposed core exit thermocouple modification is attached. Since the system design is not entirely complete at this

' time, this block diagram may be subject to minor changes. The design requirements which were cotunitted to in our letters of January 4,1985 and July 19, 1985, will not be subject to change however, without notification of the NRC.
