TMI ACTION PLAN ITEM II.K.3.3.'sREPORTING-RELIEF VALVE AND SAFETY VALVE FAILURES AND CHALLENGE C We have reviewed your responses dated December 23, 1980 and January 2, 1981 related to the above TMI Action Plan item. You have committed to meet the reporting requirements provided in our previous guidance, including a report on relief valve (RV) and safety valve (SV) failures and challenges for the period April 1,1980 through December 31, 1980, and future reporting of RV and SV failures and challenges. No further review of this item is planned.

Because you have comitted to make the above reports, we consider this item resolved for the Trojan Nuclear Plant.

In reviewing your letter of December 23, 1980, we noted an incorrect inter-pretation of your Technical Specifications,specifically specification 3.4.

l 3.2 (page 3/4 4-4a).

If a relief valve is inoperable, and you take the l

action permitted by the associated action statement, you would then be in a degraded mode of operation permitted by the Technical Specifications and a 30-day written report would be required by specification 6.9.1.9.b.

This would be required even if the relief valve were repaired or the associated block valve closed within the allowed time of one hour.

In any event, we wish to formalize the reporting requirements for SV and RV failures and challenges. You will be contacted later regarding more specific Technical Specification reporting requirements on these items.
