SUBJECT:

FORT ST. VRAIN FUEL SURVEILLANCE PROGRAM In our continuing review of your submittal dated November 27, 1985, (P-85443) transmitting your proposed fuel surveillance program, we find that Items 1, 2 and 7 of your proposal will be acceptable. However, we require additional information on the remaining items, as noted in Enclosure 1. We have also identified two additional items, 8 and 9, that will be required for an acceptable program.

Please provide the information requested in Enclosure I within 45 days of the date of this letter.

The information requested in this letter affects fewer than 10 respondents; therefore OMB clearance is not required under P.L.96-511.

3. The word "promptly" should be defined. A more definite time is needed as to when this information will be submitted to the NRC.
4. A brief, preliminary report on the results of this examination should be submitted to the NP,C during the refueling, prior to returning the reactor to power. Also, the word " prepared" in the last sentence should be changed to " submitted."
5. Videotapir.g of the inspections is desirable, but if PSC cannot guarantee that it will be done, it cannot be considered to be part of the Fuel Surveillance Program.
6. If FSC cannot guarantee that the gamma scanning will be done, item C conr.ot be considered to be part of the Fuel Surveillance Program.

Also, the word " prepared" in the last sentence should be changed to

" submitted."

8. This additional item should state that if the primary coolant activity increases to more than twice that expected per FSAR Table 3.7-1(5260 curies) the full Fuel Surveillance Program proposed by PSC in letter P-78102, dated June 20, 1978, shall be required, unless PSC at that time can justify the elimination of some of the thirteen items.
9. This additional item should state that if the primary coolant activity limits in Technical Specification 3/4.4.1, " Primary Coolant Activity,"

are exceeded, the full Fuel Surveillance Program proposed by PSC in letter P-78102, dated June 20, 1978, shall be required, and a sufficient number of post-irradiation examinations (PIES) shall be made during the next refueling to determine the cause of the excess activity release from the fuel.
